I just tested a brand new Plugable USBC-HUB7BC and find that all seven ports are controllable, contrary to the notes in the list of compatible hubs. I do note that the logical order of the ports is slightly non-intuitive, presumably the result of the exigencies of PCB layout.
I verified that my device has the same ID, 2109:2817 as listed. FWIW, Plugable support seemed surprised to hear that anyone had had trouble with the rightmost port.
