Hub with 13 USB3 ports labeled as RSHTech and with model A13-5 based on Realtek woth id 0bda:5411 works.
I tested it - several ports by off/on it by uhubctl with USB tester.
I tested it - almost all ports by off/on it by uhubctl without USB tester.
It works.
Appropriate near port LED is off/on when I am off/on port by uhubctl.

But take into account - there are mechanical buttons.
If a port is off by the button, of course it is down.
But ...
If you off a port by the button and send off commant by uhubctl to the port and then up the port by the button, the port will not up !
Until you send up command by uhubctl to the port.

And the link where I ordered the device:
RSHTech A hubs based on Realtek chip
I ordered 13 ports, model is A13-5.

But be carefull, there is RSHTech A13 model based on Vialabs 822 chip.
Model is A13, without 5.
Here is RSHTech A hubs based on ViaLab chip

I did not test it.
I ordered it as well and wait for arraving.

Ask for the model thoroughly before an prder !

One of difference between these both chips is Realtek - Single-TT abd Vialabs - Multi-TT.
