I can view the file specified by local, and it has TypeScript functions like async function add, async function update, etc. Is the source code for this file in this GitHub repo somewhere? If not, how is it generated? Thanks for any pointers!

don't use it, the CLI is going to be depreacted. you can use deno add for deno apps
