Add /api/validate-key endpoint to allow testing of upload API key #487

Hi,
While working with the Trunk Recorder plugin for Rdio Scanner, I realized there isn’t currently a way to validate whether an API key is valid for a given system and talkgroup at startup.

I’d like to propose a small feature an /api/validate-key endpoint that accepts key, system, and talkgroup parameters and responds with a 200 or 401 based on the existing HasAccess() logic.

This would allow external tools or services to test API connectivity and configuration at startup for example, as part of an initial setup, health check, or "test connection" feature before sending any uploads.

I've already implemented this on a branch in my fork called api-validate-key and tested it locally. I'd be happy to open a pull request if this seems like a helpful addition to the project.
