Description
Describe the bug
Virtual machine running Windows 11 24H2 without any customization utility installed. I used the 25H2 Enablement Package to switch version to 25H2, although I think the same bug should be in a clean installation. I then installed latest Open Shell and Explorer Patcher to check them. I wanted to replace the default start button with a custom button, but as soon as I click to browse for a custom button there was no File Explorer window on screen and Open Shell Settings would be non-responsive. I had to press CTRL+F4 to close the invisible and useless File Explorer window so I would take control of Open Shell Settings again. The workaround is to manually type the path to the file in the box rather than browse for it.

To reproduce
- Right-click on start button
- Select Settings
- Check the box top middle to show all settings
- Click the Start Button tab
- Click to select using a custom start button
- Click the three dots to browse for one, The File Explorer window is not visible, you cannot browse for a button. All you can do it press SHIFT+F4 to close the invisible window and then manually type the path to the custom button.
Expected behavior
Open a File Explorer window to browse to the custom start button (.png image)
