Describe the bug and the steps to reproduce it

When enabling showLoadingOverlay the overlay is only present for the visible rows.

If you have a table which is not paginated, has a fixed hight, and has a sticky header and footer, when scrolling the loading overlay is bypassed and users can access row/row actions which should be blocked by the overlay.

Minimal, Reproducible Example - (Optional, but Recommended)

simply click the toggle overlay state button then, click inside the table and scroll with your mouse wheel or use the scroll bar.

My expectation is that the either scrolling should be disabled as a result of setting showLoadingOverlay as true and/or the overlay should not scroll.

OR

Scroll down the table records THEN the toggle overlay state button.

My expectation is the overlay will appear and i should not be able to scroll, however no overlay is visible unless i scroll back up to the top.
