Arguments: project &key load-project-file include-cancel-button
Compiles any source code files of the specified project that do not
have up-to-date fasl files, and loads all of the fasl files. Returns
true if the project was successfully compiled and loaded, and nil otherwise. This function is called by the Tools | Compile Project command.
