Linux 6.18 Merges Fix For "Catastrophic Performance Issue" On 64-bit ARM (via Phoronix)

I wonder what latencies per-CPU atomics have in Linux on IBM Power 11. If no hardware is available suitable for individual developers, there are many things that will never be fixed or optimised.
