Purpose

This function causes a process to "sleep" for a given number of seconds.

Example: 

 ; sleep for 10 seconds
 include "omutil.xin"
 process
 output "StartTime = " || "d" % UTIL_GetMilliSecondTimer || " milliseconds.%n"
 UTIL_Sleep(10) 
 output "EndTime = " || "d" % UTIL_GetMilliSecondTimer || " milliseconds after sleeping for 10 seconds.%n"
