ResourceLoader uses a meta element with attribute name set to "ResourceLoaderDynamicStyles" and attribute content set to the empty string:
<meta name="ResourceLoaderDynamicStyles" content=""/>
The purpose is to mark the DOM position before which dynamic styles should be added.
