The Order of the Arrow was first established in the summer of 1915 at Treasure Island Boy Scout Camp, near Philadelphia, PA. "Shortly after it was announced that Carroll Edson was to assist in the direction of Treasure Island, he went home for a weekend visit. With his father, he attended a meeting of the Congregational Club where Ernest Thompson Seton, Chief Scout of the Boy Scouts of America, spoke. Seton had organized the Woodcraft Indians, a forerunner of the Boy Scout movement in the United States, and in his talk he mentioned the success he had with boys at camps using Indian ceremonies. This incident undoubtedly had a definite bearing on the Indian background of the Order of the Arrow."
