State of Discharge and Treatment of Municipal Solid Waste in FY 2003

A nationwide survey on the state of discharge and treatment of municipal solid waste (wastes and excrement) in FY 2003 (April 1, 2003 - March 31, 2004) was conducted and the results have been summarized as follows. (Figures in parentheses are those of FY 2002.)
1. State of discharge and treatment
(1) Total amount of discharge
Total volume remained flat while slight decrease in per-capita volume.

Treatment
The total volume of recycled waste and the recycle rate increased steadily while the volume of final disposal decreased by 6.4% compared to FY 2002.

Total volume of recycled waste 9.16 million tons (8.64 million tons) Increased by 6.0% from FY 2002.

Reduction by intermediate treatment 36.76 million tons (36.58 million tons)

Final disposal 8.45 million tons (9.03 million tons) Decreased by 6.4% from FY 2002.

Reduction treatment rate 96.4% (95.7%)

Direct landfill rate 3.6% (4.3%)

Recycle rate 16.8% (15.9%) Increased by 1 point from FY 2002.
2. State of waste incineration facilities
Decrease in number by consolidating waste incineration facilities while increase in treatment capacity per site.
Treatment facilities having generation equipment is 19% of the total, out of which only 50 % has generation efficiency over 10%.

3. State of final disposal sites
Difficult situation in securing final disposal facilities continued unchanged as the remaining capacity decreased, while slight increase in remaining lifetime due to the decrease in volume of waste.
In Kanto and Chubu areas, wastes go out of the areas because the procurement of final disposal sites were not possible.

Status of waste management expenditure
Decrease in total expenditure for waste management. Expenses for treatment and maintenance account for 80% of the total and increased slightly.
