Please read the following provisions before sending your messages to the Government of the Russian Federation:

Messages to the Government of the Russian Federation must be written in Russian and can be submitted in one of the following ways:

When submitting e-messages using the official website of the Government of the Russian Federation, the following terms shall apply

An online message must not exceed 2,000 characters.

There is an option to attach documents and other materials to the electronic message, but not more than three non-compressed files with a total size not exceeding 15 Mb. Only the following formats are accepted:

  • txt, doc, docx, rtf, odt

  • xls, xlsx

  • pps, ppt, pptx, pub

  • pdf, jpg, bmp, png, tif, pcx, gif

  • mp3, wma, avi, mp4, mkv, wmv, mov, flv

The IT systems used by the Government of the Russian Federation’s staff do not accept any other file formats.

Messages may not be processed for technical reasons in the following cases:

  • if the message is written in Russian using Latin characters

  • if the message is written entirely in capital letters

  • if the message does not consist of separate sentences

For sending a message in writing

You can use postal services to send a message in writing to 2 Krasnopresnenskaya Embankment, Moscow 103274.

Review and examination

The Government’s Document Workflow Department has a dedicated unit for handling messages from individuals.

Personal data provided by senders are stored and processed in accordance with Russia’s data protection laws.

Responses to messages submitted through the Integrated Government Services Portal shall be executed as e-documents and sent using the address (unique identifier) attached to the personal account of the corresponding individual on the government services portal.

Responses to messages submitted using the Government of the Russian Federation’s portal shall be issued as e-documents and sent to the email address provided in the message.

Responses to written messages shall be sent as hard copies to the address provided in the message.

Messages that are not addressed to the Government of the Russian Federation or the Government Executive Office, and/or that do not contain specific statements, complaints, proposals, or requests, shall not be accepted for review.

Messages containing obscene or offensive language will not receive a substantive response.

Please be aware of the following provision when sending messages regarding court rulings:

According to the Constitution of the Russian Federation, courts are the only institutions in Russia vested with the authority to exercise judicial power. The judiciary is autonomous in its operations and acts independently from the legislative and executive branches. Court rulings can be appealed in accordance with the applicable procedural law.
