To create new data sharing platforms on the web, both centralized repository approach and distributed self-maintained web site approach are valid. I hope there are serious players pushing both approaches at the same time, which at the end will give the best of both to the R&D community.

There are already successful data repositories like genebank. NFS is pushing more of this sort. These repositories usually use relational database (not ontology) for data presentation and storage. Some of them may move to ontology-based, but it may depend on how ontology and semantic technologies in general are accepted in the next few years.

Distributed self-publishing of experiment data on the web is a relatively new concept, I think. I proposed this approach to w3c HCLS group and has worked on it because, I think, semantic web technologies (with ontology) has much higher chance to succeed here. The reason is simple: the traditional approach using relational database is not as effective as ontology approach for building web-scale distributed data sharing/exchange platform. Open Data distributed on the semantic web makes perfect sense to me. I have been able to create a prototype system for this purpose with open source tools. So, technology is not the big issue. Big challenge is more on the side of behavior or culture.

criticism of how the journal reviews business sadly can sometimes slow
down and hinders scientific progress, rather than promoting it (making
