If it doesn't bother you for humans using screen readers to hear that 
as "work 1-800-670-5861," the markup above is fine. If that does 
bother you, the following is valid, though it doesn't specify to 
machines that it's a work number:
<div class="tel">Toll-free Phone: <span class="value">1-800-670-5861</ 
span></div>
