[uf-discuss] "rel-" uFs : still draft after all this time?

You're right, we haven't clearly defined what it takes for a spec to 
be considered "stable". Mostly it's been based on the consensus of 
those who're actively working on the format.
If you have any suggestions for making this process more clear or 
open, I'd love to hear them.
