I have the same problem. On the main monitor it works fine and on the 
second monitor it doesn't. I swapped the monitors using the 
properties by right clicking on the desktop and made monitor 1 the 
second monitor and it had no effect. I wonder if it has something to 
do with the that the monitor that doesn't scroll uses the digital 
port on the card. The browser scrolls fine on both though.
