[Logic] Awards Progress Reports & QSO Date order

Hi--
In 3/02 we modified the extract to always pick the FIRST QSO, of
course first getting the best of Submitted, then Confirmed, then
Requested, then finally Worked, regardless of date.
Before that it just picked one.
Why would having the latest QSO selected be useful? Pse
respond to me directly.
