[Logic] sending spots.

When you get a change, would you check the ability to send spots from the DX
Summit Webcluster form?? Nothing goes out even though I have checked the
"Process All Spots" box. One or two others cannot send either, the form is
filles out and sent, but no other indication is seen, nor is the spot
apparently received by DX Summit.
