[Logic] ICOM--reading split status

I have had several calls regarding LOGic's
iability to read the split status from Icom
rigs.
This is because there is no support for
reading split status in any Icom rig at this
point (If I am wrong, send me the rig
model and command, and I'll fix it).
However, if you control the split on/off
exclusively from LOGic, it will remember
the last set split status, and log split
status correctly.
