Aside from what's listed in http://en.wikipedia.org/wiki/Comparison_of_open_source_configuration_management_software, nope. But I haven't really looked either. I'm sure there's a ton of Perl/shell spaghetti code that's gotten thrown together over the years by sysadmins. I have a bit myself. Not really what you mean by "tool or framework" though. :-)Do you know of any devops tools or frameworks in Perl?
