We use www.yousendit.com. They have multiple levels of accounts from free to a branded multi-user version.
User logs into yousendit.com, creates an email, uploads the attachment (up to 2 gb), and an email is created with the download link.
Not self hosted, nor open source, but flexible, cheap, and works well for us.

It doesn't appear this is for secure file transfer between multiple clients.
