I have an overwhelming preference for config files which are well commented (and parsers which allow comments, of course -- parsers which do not, are just plain broken IMNSHO). Really large ones might need a "commented sample" version and a "just the options which are actually modified" version, for sanity and ease of understanding what was changed from defaults. Config parsers which allow "include" statements rock even farther.
