If a business has an infinite amount of money, the best strategy is to spend it on anything with a positive return. If a business has a finite amount of money, the best strategy is to spend it on only those things with the highest returns. Mazda (eg.) has finite money. Some VP with a corner office determined that a better web site would cost $X and increase sales by Y%. He also determined that spending $X on a better TV commercial would increase sales by Z%, where Z > Y.
