emacs-el installs the non byte-compiled versions of the elisp packages
that ship standard with emacs. Like so.
[kevinfal@speed /usr/local/share/emacs/20.3.10/lisp]$ rpm -qf man.el
emacs-el-20.3-15
[kevinfal@speed /usr/local/share/emacs/20.3.10/lisp]$ rpm -qf man.elc 
emacs-20.3-15
And yes, that machine should probably have emacs upgraded.
