Putin had a telephone conversation, the eighth one, with US President Donald
Trump.</p><p>The conversation lasted almost two
and a half hours. Clearly, it was a rather substantive and at the same time
very open and frank exchange.</p><p>Our President started out by congratulating Donald Trump on his successful efforts to normalise the situation in the Gaza Strip. The US President’s peace work has been duly
appreciated in the Middle East, in the United States itself, and in most
countries around the world.</p><p>Naturally, the Russian side outlined
its principled position in favour of a comprehensive Middle East settlement on a generally recognised international legal basis that would ensure lasting peace
for all the peoples in that region.</p><p>A special emphasis during the conversation was placed on the Ukraine crisis. Vladimir Putin provided a detailed assessment of the current situation, stressing Russia’s interest in achieving a peaceful resolution through political and diplomatic methods.</p><p>In particular, it was noted that
during the special military operation, the Russian Armed Forces hold full
strategic initiative along the entire line of contact. Under these circumstances,
the Kiev regime resorts to terrorist methods, attacking civilian targets and energy infrastructure facilities, to which we are forced to respond
accordingly.</p><p>Donald Trump repeatedly emphasised the imperative
of establishing peace in Ukraine at the earliest opportunity. The notion that
the Russian-Ukrainian conflict has proven the most intractable issue in all peacekeeping
efforts of the US President was palpably evident throughout his remarks during
the conversation. In this context, he naturally mentioned his successes in settling eight other regional conflicts.</p><p>It is noteworthy that one of the US President’s
key arguments centred on the premise that the resolution of the conflict in Ukraine would open up tremendous – and he stressed this – tremendous prospects
for the development of US-Russian economic cooperation.</p><p>Incidentally, both sides spoke of the profound
mutual affinity between the peoples of the two countries, which was so vividly
demonstrated during the Second World War. It was underscored that the current
state of bilateral relations appears paradoxical against this backdrop.</p><p>The issue of potential supplies of long-range
Tomahawk cruise missiles to Ukraine was also raised. Vladimir Putin reiterated
his position that Tomahawks would not change the situation on the battlefield
but would inflict substantial damage to relations between our countries, to say
nothing of the prospects for a peaceful settlement.</p><p>In this context, it is worthy of note that the presidents discussed the possibility of holding another personal meeting. This
is indeed a very significant development. It was agreed that representatives of both countries would immediately begin preparations for the summit, which could
potentially be organised in Budapest, for instance.</p><p>On a separate note, it should be mentioned that
our President highly praised personal efforts of the First Lady of the United States
Melania Trump in reuniting Russian and Ukrainian children with their families
and asked the US President to convey his very best wishes to his spouse.</p><p>Overall, I would say that the telephone contact

the document includes significant innovations.</p><p>Some of the President’s instructions, including

meeting served as a platform for discussing
anticipated outcomes for the matters on the COP30 agenda.</p><p>Ruslan Edelgeriyev noted in his remarks that this year
is crucial because all the Parties are to present their updated Nationally Determined Contributions
(NDCs) outlining national climate efforts for the next five years. The Presidential Aide
said he believed that NDC targets should be ambitious while inextricably linked to the principles of balanced and sustainable development so as to ensure socioeconomic advancements of our nations alongside climate progress. </p><p>Ruslan Edelgeriyev expects balanced outcomes to be
achieved in Belém that will entirely conform to the spirit and letter of the UN
Framework Convention on Climate Change and the Paris Agreement. Tangible results must be therefore achieved in the following
priority areas identified by the Brazilian Presidency: </p><p>The Global Goal on Adaptation (GGA): Pragmatism
must be demonstrated to reach agreement on at least a minimal set of universally accepted indicators for measuring progress
towards the GGA, with a possibility of further
efforts in this area following COP30;</p><p>The Just Transition Work Programme (JTWP): We
expect progress in agreeing on the establishment of a special mechanism to deliver real technical support to developing countries on their path to just transition;</p><p>The Global Stocktake: It is vital to launch both dialogues in two modalities that
will be fitting for all Parties. The dialogues must be based on national
stocktakes, with a focus on implementation and assessment of impediments. The dialogue mandates must not contain prescribing
clauses.</p><p> The delegation members confirmed the readiness of the Russian Federation for a constructive

regional ministries, culture professionals, and non-profit organisations for implementing various family projects.</p><p>She emphasised that cultural activities should be integrated into the prevention authorities’ individual work with families. Speaking about the need
for additional cultural education for children, the Commissioner focused on the importance of making this education accessible. She also proposed using the premises of cultural facilities to implement commissioners’ projects , such as teenage spaces, day centres for children with disabilities, Stable Family
clubs, and parents’ lounges.</p><p>She also noted that a comprehensive plan for the development and support
of social theatres has been adopted at the Office of Children’s Rights
Commissioner. Over the past three years, 29 festivals of social theatres have
been held in 16 regions jointly with the Federal Teenage Centre. Over 4,500
children attended them.</p><p>Maria Lvova-Belova extended her gratitude to the Ministry of Culture of the Russian Federation, Tula Region Governor Dmitry Milyayev, and the Fund for Children in Difficult Life Situations for organising the forum.</p><p>Governor Dmitry Milyayev briefed the participants on the region’s
experience in the field of cultural development. He said that comfortable
conditions for family bonding time are being created in the Tula Region. In particular, 16 model libraries have opened in the region with support from the federal Ministry of Culture.</p><p>The programme of the forum included a gallery of regional sociocultural
practices for families with children from 21 regions. The forum’s guests took
part in panel discussions, strategic sessions and discussion platforms on supporting large families and families with children with disabilities. There

in a project focused on preventing child abandonment for children under four.
The initiative aims to provide timely support to families in crisis, thereby
reducing the number of infants and toddlers entering institutional care.</p><p>The Commissioner reported that since
the project’s launch, the number of children permanently living in institutions
in the region has fallen by 36 percent. This success is supported by active
regional and municipal councils, which are dedicated to issues concerning children
in care and operate under the oversight of a Deputy Prime Minister. Newly
established Children in the Family services are currently providing support to 211 families, and a network of Sustainable Family clubs is expanding.
Furthermore, the conversion of the local Children’s Home from an orphanage into
a treatment and rehabilitation facility is in its final stages.</p><p>During a meeting with the Commissioner, Governor Pavel Malkov confirmed that her office’s recommendations
are being actively implemented. Regional services are addressing the situation
of every family in difficulty and every child without parental care. The trend
is positive across the board, and the number of such families and children
requiring assistance is declining, the Governor emphasised.</p><p>As part of her visit, Maria
Lvova-Belova took part in a session of the regional interdepartmental council
on child placement in institutional care and held a working meeting with
organisations involved in the child abandonment prevention system.</p><p>The Commissioner also toured several
key facilities, including the Children’s Home treatment and rehabilitation
centre, a social development centre, the Sosnovy Bor multipurpose social
rehabilitation centre, and a crisis response centre for families with children.</p><p>Her itinerary also included a meeting with participants of ‘The Day After Tomorrow’ rehabilitation programme,
recently launched in the region. The session, hosted at the Zarnitsa children’s
centre with the support of Russian Railways, is supporting 100 children from
families of participants in the special military operation. In a separate
event, Maria Lvova-Belova joined a ceremony, via videoconference, to inaugurate a new development space in Stakhanov,
LPR.</p><p> The visit concluded with a cultural outing to the Konstantinovo State Museum-Reserve, where the Children’s Rights Commissioner,
alongside members of the public council, activists from the Movement of the First, and the Children’s Rights Commissioner for the Ryazan Region, Anzhelika

measures. This work is pursued in an unrelenting manner. The regions have their
practices, many of which deserve to be studied and disseminated. </p><p>But already today, we should be ready for a situation in which more
veterans return home. Our duty is to give them full attention and care. This
must be constant, and not a one-time affair. This should be the same as what is
being done for veterans of the Great Patriotic War. </p><p>All these issues are discussed on the platform of the related State
Council commission with the participation of representatives of federal
authorities, regions, and experts. </p><p>The important thing is that this work involves our heroes themselves. I am referring to SMO veterans. A special thanks goes to you for your feat of valour and your personal involvement," the State Council Secretary said. </p><p>Anna Tsivileva noted that the State Council was creating a roadmap to guide all authorities and agencies towards attaining the goals set by the President. She reported that the Foundation had managed to establish, during
its two years in existence, a unique ecosystem of comprehensive support for SMO
veterans and their family members, based on an individual approach and close
inter-agency collaboration. </p><p> Participants in the event held thematic roundtables
to discuss issues such as implementing federal and regional measures to support
combat veterans – participants in the Special Military Operation and their
family members; improving the mechanisms for providing support measures,

Arabia’s Minister of State for Foreign Affairs Adel Al-Jubeir, the parties
agreed to step up joint preparations for the upcoming Conference of the Parties
to the UNCCD in Mongolia, with particular focus on harmonising positions. The parties discussed continuity of presidencies and the use of Saudi Arabia’s
successful experience in hosting the 16<sup>th</sup> session of the UNCCD
Conference of the Parties (COP16) to develop coordinated decisions at the upcoming meeting in Ulaanbaatar and to ensure consistency of the global agenda.</p><p>Prospects for cooperation as part of the 11<sup>th</sup> World Water Forum in Riyadh on April 14–15, 2027 were discussed
separately. The parties reviewed potential joint high-tech projects for water
desalination and treatment and agreed to deepen scientific cooperation.</p><p>During the talks with UAE Assistant
Minister of Foreign Affairs for Energy and Sustainability Abdulla Ahmed
Balalaa, the parties focused on preparations for the International Water
Conference in the UAE on December 2–4, 2026 and agreed on holding a joint
thematic event on the sidelines of the conference to showcase shared approaches
and technologies.</p><p>Desertification was discussed
separately. The importance of developing coordinated solutions amid growing
climate challenges was emphasised, along with an agreement to step up
cooperation in the run-up to international talks under the UNCCD. In addition,
both sides reaffirmed mutual interest in advancing water project cooperation,
expanding scientific ties, and establishing additional formats to exchange
experience on land degradation and ecosystem restoration.</p><p>The delegations from Saudi Arabia
and the UAE were invited to the international scientific conference,
Agroecological Aspects of Protective Forest Planting and Integrated Land
Reclamation in Adaptive Landscape Farming Systems, in Volgograd in October.</p><p> Following the meetings, the parties confirmed their

Tomorrow youth project for teenagers from regions impacted by hostilities. For the second time, the general partner was Aeroflot. </p><p>While meeting with the project participants, Maria Lvova-Belova noted that in 2022, children from the new regions and their families requested such supporting and educational
sessions. Since then, the level of competence of camp counsellors, psychologists
and mentors has noticeably increased. The organisers are trying hard to help
children start life anew and find new friends. Psychological and pedagogical
support remains a key element; the participants attend collective training
sessions and individual consultations with professional psychologists.</p><p>The Commissioner for Children’s Rights thanked the project’s partners and all others helping make
the Day After Tomorrow project a memorable event in the life of teenagers.</p><p>The session’s
participants focused on career guidance; children visited a personnel training
centre and operated an aircraft simulator there, acting as crew members. During
the programme, they attended a friendly golf tournament, sponsored by the Golf
Association of Russia; they learned the basics of karting, took part in a chess
tournament under the guidance of the Chess Federation of Russia. The teenagers
became special guests at a basketball match involving the CSKA Professional Basketball
Club, as well as a football match between the Dynamo Moscow and Spartak
football clubs.</p><p>A Country for Children
charitable foundation operates the Day After Tomorrow sessions. In all, 21
sessions have been organised for teenagers, as well as six regional sessions and two sessions for families at children’s camps in the Moscow, Rostov, Smolensk
and Ivanovo regions, the Krasnodar Territory and the Republic of Crimea. Over
4,000 teenagers from the new regions, as well as 284 individuals from 62

servicemen undergo a course of psychologic and social rehabilitation after
sustaining injuries and obtain skills that may come in handy for engaging in new professions.</p><p>Maria Lvova-Belova pointed out the special role
of the family as a support for each person. Participants in the special military
operation, especially those who were injured or got a disability, are in need
of special support and care from their relatives. She emphasised that the project
had been launched at the families’ request to set up a comprehensive social,
domestic and psychological rehabilitation for special military operation
participants who sustained serious injuries. The rehabilitation has been
organised in the Novye Berega inclusive estate on the basis of the Louis
Quarter charity organisation.</p><p>According to the Commissioner, the project will
be supervised by veterans of the Union of Donbass Volunteers; a programme of physiotherapy
and counselling will be developed for each fighter and special attention will
be given to their inclusive sports and tourism activities. Orthodox believers will
be able to get spiritual guidance in the church on the territory of the art
estate. Maria Lvova-Belova said that the first ten programme participants have
already arrived at the Novye Berega.</p><p>Oleg Melnichenko emphasised that the comprehensive
programme for the servicemen will be constantly improved to meet the combatants’
needs.</p><p> During her working trip Maria Lvova-Belova also visited

results among the pilot regions, having created regional and municipal councils
for the placement of children in state institutions, nine Children in the Family parent support services and seven Stable Family clubs that help families

the Commissioner that the Challenge project helped reduce the share of orphans
among children and the number of children in state social institutions.</p><p>The Children’s Commissioner also took part in a meeting of the regional interdepartmental council on the placement of children

of the system for the prevention of social orphanhood, visited a support centre
