the State Migration Policy Concept of the Russian Federation for 2026–2030.</p><p>The Concept sets out the goal, main
principles, objectives, and key areas for implementing the state migration
policy of the Russian Federation in 2026–2030. It is based on the analysis of current
practices regulating the entry into and exit from the Russian Federation of foreign citizens and stateless persons, the terms of their stay and residence
in Russia, migration registration procedures, granting of temporary asylum in Russia, and the acquisition of Russian citizenship, as well as on the modern
understanding of national and global issues of international migration.</p><p>The legal basis of the Concept is
formed by the Constitution of the Russian Federation, generally recognised
principles and norms of international law, international treaties of the Russian Federation, and Russian legislation.</p><p>Corresponding instructions have been
given to the Government of the Russian Federation.</p><p> Regional authorities and local self-government
bodies are advised to be guided by the provisions of the Concept in carrying

Law On Security and the Federal Law On Measures to Impact (and Counter) the Unfriendly Actions of the United States of America and Other Foreign States,
the President has signed an Executive Order introducing a mechanism for the expedited disposal (sale) of federal property as per presidential decisions, to strengthen national security and defence capability. </p><p>Under the Executive Order, a decision by the President of the Russian
Federation may introduce specific provisions for the application of Russian legislation,
including laws on privatisation, joint-stock companies, limited liability

Protocols.</p></div> <p>The Federal Law denounces the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and Protocols No. 1
and 2 thereto, signed on behalf of the Russian Federation on February 28, 1996,
in Strasbourg and ratified on March 28, 1998.</p><p>Following the Council of Europe’s decision to block the election of a new Russian representative to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment – due to the expiry of the previous member’s mandate – the Russian Federation has not been represented
on this Committee since December 2023 and is unable to participate fully in the work of this monitoring mechanism. Requests to ensure Russia’s representation
on the Committee were ignored, despite the principle of cooperation set out in the European Convention.</p><p>These discriminatory circumstances not only violate Russia’s right to representation on the European Committee but also undermine the mechanism
established by the European Convention for mutual monitoring of compliance with
international obligations concerning protection from torture and other inhuman
or degrading treatment or punishment. Consequently, a proposal was made to denounce this Convention and its Protocols.</p><p> In accordance with the Federal Law On International
Treaties of the Russian Federation, the decision to denounce the European
