The President signed Executive Order On Awarding the Order of St Andrew the Apostle the First-Called to Nikita Mikhalkov.

The message reads, in part:

"For outstanding contribution to the development of national culture and cinematic art, for many years of fruitful public work, film director and Chairman of the Union of Cinematographers of the Russian Federation Nikita Mikhalkov is hereby awarded the Order of St Andrew the Apostle the First-Called."

Vladimir Putin signed Executive Order On the State Migration Policy Concept of the Russian Federation for 2026–2030.

The Presidential Executive Order approved the State Migration Policy Concept of the Russian Federation for 2026–2030.

The Concept sets out the goal, main principles, objectives, and key areas for implementing the state migration policy of the Russian Federation in 2026–2030. It is based on the analysis of current practices regulating the entry into and exit from the Russian Federation of foreign citizens and stateless persons, the terms of their stay and residence in Russia, migration registration procedures, granting of temporary asylum in Russia, and the acquisition of Russian citizenship, as well as on the modern understanding of national and global issues of international migration.

The legal basis of the Concept is formed by the Constitution of the Russian Federation, generally recognised principles and norms of international law, international treaties of the Russian Federation, and Russian legislation.

Corresponding instructions have been given to the Government of the Russian Federation.

Regional authorities and local self-government bodies are advised to be guided by the provisions of the Concept in carrying out their activities in the sphere of migration.

In connection with the upcoming 90^th anniversary of the birth of Yury Luzhkov to be marked next year, the President resolved to hold events dedicated to this occasion in 2026.

The corresponding instructions have been issued to the Government of the Russian Federation.

Law on enhancing criminal liability for foreign agents

The President signed Federal Law On Amendments to Article 330¹ of the Criminal Code of the Russian Federation.

The Federal Law introduces criminal liability for avoidance of obligations under Russian legislation concerning foreign agents by an individual who has previously been found administratively liable for violating foreign agent activity regulations, or who has a prior conviction for avoiding such obligations.

Law on ratification of Russia-Togo intergovernmental agreement on military cooperation

Vladimir Putin signed Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Togolese Republic on Military Cooperation.

The Agreement was signed in Lome on March 27, 2025, and in Moscow on April 3, 2025.

The Agreement is aimed at developing long-term military cooperation between the parties.

The Agreement outlines areas and forms of cooperation.

The Ministry of Defence of the Russian Federation and the Ministry of Armed Forces of the Togolese Republic serve as the parties’ authorised agencies in charge of implementing the Agreement.

The title of Hero of Labour of the Russian Federation was awarded to First Vice President of the Russian Football Union Nikita Simonyan for exceptional service to the state and his significant contribution to the development and popularisation of Russian football.

Nikita Simonyan (born October 12, 1926) is a Soviet football player and coach, a four-time USSR champion, and a 1956 Olympic champion. Since 1992, he has been First Vice President of the RFU.

Vladimir Putin signed Executive Order On Certain Issues of State Culture Policy.

To improve and ensure the effective implementation of state culture policy, the President has resolved to establish the Presidential Council for Culture and to institute the Presidential Prize in Culture for works and projects for children and youth.

According to the Executive Order, three Presidential Prizes in Culture will be awarded annually for works and projects for children and youth, each valued at 5 million rubles.

The previously existing Presidential Council for Culture and Art is hereby abolished.

The Government of the Russian Federation has been issued the relevant instructions to this end.

Vladimir Putin signed Executive Order On Certain Aspects of the Disposal of Property Held in Federal Ownership.

Due to the unfriendly actions of the United States of America and certain other foreign states and international organisations aligned with it – actions that contravene international law and impose restrictive measures on citizens of the Russian Federation and Russian legal entities – and in order to protect the national interests of the Russian Federation and pursuant to the Federal Law On Security and the Federal Law On Measures to Impact (and Counter) the Unfriendly Actions of the United States of America and Other Foreign States, the President has signed an Executive Order introducing a mechanism for the expedited disposal (sale) of federal property as per presidential decisions, to strengthen national security and defence capability.

Under the Executive Order, a decision by the President of the Russian Federation may introduce specific provisions for the application of Russian legislation, including laws on privatisation, joint-stock companies, limited liability companies, the securities market, banks, banking, and competition protection.

The Executive Order stipulates that PSB Bank will act on behalf of the Russian Federation in organising the sale of federal property subject to privatisation and will carry out the functions of the seller of such property.

European Convention for Prevention of Torture and Inhuman or Degrading Treatment or Punishment denounced

Vladimir Putin signed Federal Law On the Denunciation by the Russian Federation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and its Protocols.

The Federal Law denounces the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and Protocols No. 1 and 2 thereto, signed on behalf of the Russian Federation on February 28, 1996, in Strasbourg and ratified on March 28, 1998.

Following the Council of Europe’s decision to block the election of a new Russian representative to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment – due to the expiry of the previous member’s mandate – the Russian Federation has not been represented on this Committee since December 2023 and is unable to participate fully in the work of this monitoring mechanism. Requests to ensure Russia’s representation on the Committee were ignored, despite the principle of cooperation set out in the European Convention.

These discriminatory circumstances not only violate Russia’s right to representation on the European Committee but also undermine the mechanism established by the European Convention for mutual monitoring of compliance with international obligations concerning protection from torture and other inhuman or degrading treatment or punishment. Consequently, a proposal was made to denounce this Convention and its Protocols.

In accordance with the Federal Law On International Treaties of the Russian Federation, the decision to denounce the European Convention and its Protocols, which were ratified by Federal Law No 44-FZ of March 28, 1998, must be adopted in the form of a federal law.

Vladimir Putin signed Federal Law on Ratifying the Protocol on Amending the Russian-Vietnamese Intergovernmental Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on Long-Term Cooperation in the Sphere of Geological Prospecting, Oil and Gas Production on the Territory of the Russian Federation within the Framework of the Joint Company RUSVIETPERRO, dated April 20, 2016.

The Protocol was signed in Moscow on May 10, 2025.

The Protocol aims to create the most favourable conditions for the work of the Joint Company RUSVIETPERRO on the territory of the Russian Federation and the long-term development of its production and economic potential.
