I've made a tiny patch to update parseDtd for SP 1.3. I've put the patch up at:

Minimal instructions for applying the patch are at:
ftp://ftp.techno.com/pub/TechnoTeacher/parseDtd/README.SP-1.3
The patch is small enough to apply by hand if you don't have a "patch" utility. In fact, it may be easier to do it by hand even if you do.
