The Statistical Research and Training Institute aims to promote the development and the dissemination of statistical knowledge, and to contribute to the development of statistical systems in Japan and globally. The Institute has two main functions: 1) statistical research, 2) statistical training.
Note:
The Institute provides statistical training courses in Japanese language only for civil servants of national and local governments within the country. Non-Japanese or those not in the Japanese civil service system, therefore, cannot apply for the training courses described here.

1. Brief history
The Institute was founded in 1921 as the Statistics Staff Training Institute within the Census Office (Kokusei-in). After being suspended from 1943 to 1946, in 1948 it became a permanent body attached to the successor agency to the Kokusei-in, the Statistics Bureau of the Prime Minister's Agency.
In 1971, the Institute opened its courses to all personnel of the national and local governments and public corporations, and was renamed the Statistical Training Institute of the Statistics Bureau.
In 1978, the present building was constructed. In the 1984 administrative reforms, the Institute became a subsidiary body of the Statistics Center of the Management and Coordination Agency.
During the 2001 administrative reforms when the Ministry of Internal Affairs and Communications (MIC) was established, the Institute was transformed into the Statistical Research and Training Institute (by integrating the research and publishing functions as well as the library). This was done in order to establish a more systematic connection between research and training.
In 2003, the Statistical Research and Training Institute was designated an independent educational institution of the MIC.
In April 2013, the functions of Compiling stasistical compendia and Stasistics Library and Statistics Museum were transferred to the Statistics Bureau due to the revision of the Order for the Organization of the MIC.
In March 2014, the Institute moved to Kokubunji City located in the west part of Tokyo (in the facility of the Institute for Information and Communications Policy).
In April 2017, the Office of statistical technology was transferred from the Statistical Bureau of the Ministry of Internal Affairs and Communications, and the name was changed from the Statistical Training Institute to the Statistical Training Institute along with the review of the organization.

2. Statistical training
The Institute fulfills the roles of a central statistical training institute as well as a special training institute for statistics in Japan. It provides various statistical training courses for the personnel of national and local governments with the aim of imparting statistical knowledge and skills in duties such as the compilation of statistics, statistical analysis, and the use of statistical data.
Methods of the training
Trainings are offered by the following three methods:
Onsite (face-to-face)
Trainees take the course onsite (face to face) in this facility (Kokubunji) using the equipped PC for exercises
Live-streaming
Trainees remotely participate the course by watching live streaming of the training using office computers or private mobile devices
Online (e-learning)
Trainees follow the e-learning course on the dedicated website at any time convenient in a given period
3. Statistical research activities
The Statistical Research and Training Institute promotes the following research activities so that we can respond appropriately to research and development of advanced statistical technology, strengthening of support to ministries, and utilization of big data etc.
- Research on statistical techniques common to ministries
- Support for statistical techniques in response to requests from ministries and local governments
- Planning / implementation of research activities and collection / arrangement of information on big data
- Joint Research(Research Paper)

The institute is striving to interlink research activities by inviting excellent external researchers as guest researchers according to the research theme, in order to conduct research on advanced use of statistics, with a central focus on statistics under the Statistics Bureau. These activities are categorized as joint researches with external researchers, and the results are published as research papers.
Recent joint research themes are as follows. -
(a) Empirical studies on applicability of anonymization techniques using micro-data of the economic census

(b) Study trends on complementary method of missing statistical survey (mainly the United States and the Netherlands)

(c) How to estimate the population migration rate by municipality - especially how to estimate the probability of occurrence in municipalities with smaller population sizes

(d) Empirical study on the relationship between household attributes and employment status of Japanese residents in Japan using census data
- Research Memoir of Official Statistics

"Research Memoir of Official Statistics" is a journal aimed to provide results of research that contribute to "improvement and development of official statistics" and "promotion of utilization of official statistics as evidence for policy".
- Reports and presentations in academic societies and meetings
- The Statistical Research and Training Institute participates as members in statistical societies of Japan along with the Statistics Bureau and the Director-General for Policy Planning (Statistical Standards).
- At meetings of these societies, we present such outcomes as the results of researches and analyses conducted by the staffs of the Statistics Bureau, the Director-General for Policy Planning (Statistical Standards), and the Statistical Research and Training Institute, and are striving to collect fresh information on trends of researches in statistics and related fields.
