The SADC Council of Ministers met in Mbabane, Kingdom of Swaziland on 5th September 1993 under the chairmanship of His Excellency Sir Ketumile Masire, President of the Republic of Botswana.

The Summit reviewed the political and economic developments in the region; and received briefings from the President of Mozambique, Angola and leaders of the South African Liberation Movements.

The Summit also received the SADC Annual Report and noted that the number of projects listed in the SADC Programme of Action. It called on Member States to commit more financial resources to the implementation of the SADC Programme of action. The Summit also reviewed the state of drought recovery in the region.

Further to this, around issues of regional integration, Summit ratified the treaty and analysed the progress report on community building.

The main objectives of SADC are to achieve development, peace and security, and economic growth, to alleviate poverty, enhance the standard and quality of life of the peoples of Southern Africa, and support the socially disadvantaged through regional integration, built on democratic principles and equitable and sustainable development.
