We hosted the 14th United Nations Congress
on Crime Prevention and Criminal Justice
(the Kyoto Congress) and are implementing the Kyoto
Declaration adopted at the Kyoto Congress.

We assist developing countries and countries in transition
to market economies in their efforts to improve their legal
systems. We work closely together with the recipient
countries to establish laws and
systems that best fit the countries.
We translate Japanese laws into English and publish them
online for domestic and international users to help
facilitate international trade and make the
judicial system more accessible to foreign
nationals.
We are actively conducting human rights awareness-raising
activities focusing on respect for the
rights of foreign nationals and persons
with disabilities.
Based on the "Roadmap for the Realization of a Society of
Harmonious Coexistence with Foreign Nationals" and
"Comprehensive Measures for Acceptance and Coexistence of
Foreign Nationals", the government will steadfastly promote
establishing an environment aimed to realize a society of
harmonious coexistence with foreign nationals.
Based on the "Act for the Prevention of Recidivism" and
the "Recidivism Prevention Plan", we promote the
following measures to prevent repeat offences:
・ Guidance programs that meet the needs and
characteristics of adults and juveniles
・ Ensuring employment and housing, and promoting
the delivery of health, medical and welfare services
・ Educational support in collaboration with schools etc.
In order to promote the Government’s overarching policy
to prevent disputes, we give advice on legal issues that are
referred to the MOJ by various Ministries and Agencies,
utilizing knowledge and experience accumulated through
litigation and legal practice, so that the Government’s
activities are in compliance with relevant laws and
regulations.
The Japan Legal Support Center (Houterasu) provides
legal support services throughout the country.
Efforts to ensure public security in Japan include:
・ Intelligence collection and analysis related to Aum
Shinrikyo and domestic and international terrorism
・ Intelligence collection and analysis related to
economic security and cyber activities
・ Enhancing counterintelligence capabilities
We are undergoing research to gather information on the
number of people who are not registered with
governmental authorities in Japan, and also established
counseling windows to give detailed information
on the procedures of family registration in order to
"provide legal identity for all".
UNAFEI organizes training courses and seminars on
important global issues in the field of the prevention of
crime and the treatment of offenders, such as
corruption and organized crime issues, with special
attention to targeted areas of the SDGs.
We are tackling children’s human rights issues including
bullying by active utilization of various communication
tools used by youths.
