State Minister of Justice Visited the French Republic and the Italian Republic.
A Japanese delegation headed by State Minister of Justice, Mr. Yasuhiro Hanashi visited
Paris, France and Rome, Italy from July 29 to August 3, 2018, to exchange views on the rule of law
and other topics with high level officials of the French and Italian governments and leading figures
of relevant organizations. The delegation also made research visits to relevant institutions. An
overview of the visit is as follows.

1 In France, State Minister Hanashi visited the International Court of Arbitration of the
International Chamber of Commerce (ICC-ICA), one of the world’s most prominent international
arbitral institutions, as well as the Prosecutor’s Office of the Court of First Instance of Paris (Parquet
du Tribunal de Grand Instance de Paris) and the Ministry of Justice (Ministre de la Justice).

State Minister Hanashi held a meeting with Mr. Alexander Fessas, the Secretary General of
the ICC-ICA, and exchanged views on initiatives to promote international arbitration and dispatching
staff members to the ICC-ICA from the Ministry of Justice of Japan. The historic international
arbitral institution had much to share from its broad experiences in this field.

State Minister Hanashi held a meeting with Mr. Olivier Christen, Deputy Chief Prosecutor
(Procureur de la Republique adjoint), and exchanged views on measures to counter terrorism and
discussed on topics in relation to enhancing cooperation thereafter.

State Minister Hanashi held a meeting with Ms. Caroline Gontran, Head of European and
International Affairs (Cheffe de service Délégation aux affaires européenes et internationales), Ms.
Aurélia Schaff, Diplomatic Advisor (Conseillère charge de l’Europe et des relations internationales),
Mr. Jérôme Simon, Penal Policy Advisor (Conseillère politique penal) and other members from the
French Ministry of Justice, and exchanged views on topics including "Diplomacy for Justice", or
international efforts in relation to legal affairs to promote the rule of law. He further called for
France’s high-level participation in, and support for, the 14th
United Nations Congress on Crime
Prevention and Criminal Justice, which is to be held in Kyoto (the Kyoto Congress) in April 2020.

2 In Italy, State Minister Hanashi visited Prosecutor’s Office of Rome (Procura di Roma), the
Ministry of Justice (Ministero della Giustizia) and the Chamber of Deputies of the Italian Parliament
(Camera dei Deputati), and also exchanged views with members of the Japanese Association in
Italy.

The State Minister exchanged information and views on implementation of wiretapping for
criminal investigation and its challenges in both countries, and further called for continuation of
exchanging experiences thereafter.

State Minister Hanashi held a meeting with Mr. Giuseppe Corasaniti, Head of the
Department of Justice Affairs (Capo del Dipartimento per gli affari di giustizia) and other members
of the Italian Ministry of Justice, and exchanged views on topics including promotion of the rule of
law and prevention of re-offending. He further called for Italy’s high-level participation in, and
support for, the 14th

Commission (Presidente Commissione Giustizia) and exchanged views on the promotion of

State Minister Hanashi exchanged views with the executive members of the Japanese
Association in Italy on the topics such as challenges in economic activities, recent developments in
Japan-Italy relations in various fields, and the situation in Europe.
