■しかく What is the “Yellow Feather Campaign”?
The “Yellow Feather Campaign” (“Campaign to Give Society a Brighter Future – the power of the community to prevent crime and juvenile delinquency and support offender rehabilitation –”) is a national campaign that has been running every year since 1951. The campaign aims to deepen all citizens’ understanding of the importance of prevention of crime and delinquency and rehabilitation of offenders, as well as to encourage the public to combine the efforts of each member for the realization of a brighter society.

Crimes are reported almost every day on television and in the newspapers. Everyone wants to live a safe and secure life. In order to eliminate crime and delinquency, what should we do?
It is necessary to strengthen crackdowns and to punish those who have committed crimes. However, it is also very important to accept offenders back into communities if they have decided to change, and to create homes and communities that do not produce people who commit crimes or delinquencies.
We must create homes and communities that support offenders’ recovery. For that purpose, not only some but all people must be involved in their own respective communities. The “Yellow Feather Campaign” aims to create opportunities for each and every person to think about how to keep communities free from crime and delinquency and how to participate in activities that contribute to the realization of such a society.

Today, we are facing a deluge of information and everything seems to be getting faster and faster. The current society in which we live has a highly rational and efficient system to deal with these challenges.
However, some people have been working together with people who violated the law, who regret their conduct, and who are walking down the long, challenging path toward rehabilitation.
The time hogoshi spend waiting is bound to bring change to someone. To have faith in someone, to be able to believe in their change and patiently wait – this is not only the true spirit of offender rehabilitation but also the much-needed warmth and ray of light that our society calls for [aspires to].
