On Thursday, August 15, 2024, the Ministry of Economy, Trade and Industry (METI) and the Economic Research Institute for ASEAN and East Asia (ERIA) jointly held the Fourth Asia CCUS Network Forum in Bangkok, the Kingdom of Thailand. Mr. Saito Ken, Minister of Economy, Trade and Industry, delivered his remarks as a video message. This forum was the first occasion for the Asia CCUS Network to be held outside of Japan.

The forum was held as part of the Sustainable Energy Technology Asia (SETA) framework, which is one of the leading energy-related exhibitions in Asia, and it brought together over 400 participants in total, including stakeholders from the public and private sectors.

This year’s forum, the fourth so far, provided panel discussions on CCU and carbon recycling, focusing on the commercialization of CCUS business projects, including appropriate regulatory frameworks, and policy and economic aspects. Participants also shared information on the efforts taken by member countries. Moreover, through these opportunities, participants held discussions on policies and regulations for carbon management.

3. Outcomes

The Asia CCUS Network Forum was launched in June 2021 as an international industry-academia-government platform aimed at sharing knowledge on CCUS utilization across Asia and developing a business environment for such utilization. Asia is a region in which sizable progress on replacing fossil fuels will be difficult in the short period, but it has the potential for full-scale storage of carbon dioxide.

At the Fourth Asia CCUS Network Forum, participants discussed [i] recent trends in the regulatory frameworks for CCUS, [ii] trends in carbon recycling technologies, and [iii] business opportunities involving CCUS in member countries. This forum was the first occasion held after the establishment of the Act on Carbon Dioxide Storage Businesses and the approval by the Diet of accepting the 2009 Amendment to the London Protocol in Japan. Participants from member countries showed a strong interest in Japan's future CCUS policies.

As a co-organizer of the Asia Zero Emission Community (AZEC), Japan will continue to contribute to the development of CCUS in the Asian region, such as sharing knowledge on the regulatory frameworks, and building a value chain network for carbon dioxide, including cross-border transportation, by taking advantage of the AZEC platform.
