Priority Fields in the Use of Robot Technology for Long-term Care Revised

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Health, Labour and Welfare (MHLW) revised Priority Fields in the Use of Robot Technology for Long-term Care and changed the title to Priority Fields in the Use of Technologies for Long-term Care with the aim of promoting the enhancement of the quality of long-term care services, mitigation of the burden of care providers, and support for the self-reliance of elderly people, etc. through the use of long-term-care robots, ICT, and other new technologies.

1. Background and Outline

MHLW and METI formulated Priority Fields in the Use of Robot Technology for Long-term Care (formulated in 2012 and revised in 2014 and 2017) and have supported the development and introduction of long-term-care robots and other technologies. The aim through this is to promote initiatives that will contribute to promoting the enhancement of the quality of long-term care services, mitigation of the burden of care providers, and maintenance and improvement of the quality of life of elderly people, etc. by offering support for self-reliance through the use of long-term-care robots, ICT, and other new technologies (hereinafter referred to as "technologies for long-term care").

In light of the recent spread of data utilization by the use of ICT and IoT technologies and new social problems arising in caregiving sites, MHLW and METI revised Priority Fields in the Use of Robot Technology for Long-term Care and changed the title to Priority Fields in the Use of Technologies for Long-term Care.

2. Revision of the Priorities

Three areas were newly added to the priorities, which now consist of 16 items in nine areas in total. Definitions of the existing areas and items were also reviewed as necessary.

(1) Three areas newly added

  • Functional exercise support
  • Assistance for eating and nutrition management
  • Daily support and long-term care support for people with dementia

(2) Areas and items whose definitions were reviewed

  • Transfer assistance (wearable)
  • Transfer assistance (non-wearable)
  • Toileting assistance (estimation and detection)
  • Monitoring and communication (in facilities)
  • Monitoring and communication (at home)
  • Monitoring and communication (communication)
  • Bathing assistance
  • Care work support

Note: Those in parentheses are item names.

3. Future Plan

Operation based on the revised priorities will commence in April 2025.
