As a Review of the Organization, METI Revises the Ordinance on the Organization of the Ministry of Economy, Trade and Industry

On June 25, 2024, a Cabinet Decision was made on the Cabinet Order for Partial Revision of the Ordinance on the Organization of the Ministry of Economy, Trade and Industry (METI) and the Order for the Industrial Structure Council, aiming to ensure that METI appropriately carries out the affairs under its jurisdiction. The main points of the revision are as follow.

The Orders are scheduled to be promulgated on Friday, June 28, 2024, and come into effect on Monday, July 1, 2024.

1. Enhancing the system for promoting external economic policies and economic security policies

METI aims to improve the system for integrally designing and implementing trade strategies and economic cooperation measures and for enhancing efforts for ensuring economic security. To this end, METI will conduct the following efforts:

  • Transfer the divisions related to economic cooperative relationships to the Trade Policy Bureau, and reorganize the Multilateral Trade System Department into the International Economic Affairs Department, and newly establish the Strategic policy Planning Division serving as a central entity for planning and designing trade strategies; and
  • Change the name of the Trade and Economic Cooperation Bureau to the Trade and Economic Security Bureau, and newly establish the Economic Security Policy Division as a body responsible for comprehensive coordination of METI’s economic security measures.

2. Improving the system for promoting innovation and green transformation (GX)

METI aims to improve the system for supporting the promotion of innovation and the creation and fostering of startups and for planning and designing policy-based support involving the promotion of GX. To this end, METI will conduct the following efforts:

  • Change the name of the Industrial Science, Technology and Environment Policy Bureau to the Innovation and Environment Policy Bureau, and newly establish a division responsible for supporting innovation and startups; and
  • Reorganize the affairs under the jurisdiction of the divisions related to GX so as to integrally operate these affairs as a group.

3. Other efforts

METI will also conduct the following efforts:

  • Transfer the group related to industrial safety and product safety and the Chemical Management Policy Division of the Manufacturing Industries Bureau to the Minister's Secretariat in order to separate industrial safety-related measures from industrial-promotion measures;
  • Reorganize the Mineral and Natural Resources Division under the Natural Resources and Fuel Department of the Agency for Natural Resources and Energy into the Mineral Resources Division under the Manufacturing Industries Bureau in order to take measures for supply chain resilience for the upstream and downstream portions of supply chains in an integral manner;
  • Newly establish the Space Industry Division under the Manufacturing Industries Bureau in order to improve the system for further promoting the development of the space industry;
  • Newly establish the Battery Industry Division under the Commerce and Information Policy Bureau in order to improve the system for further promoting measures for storage batteries and solar cell industries; and
  • Newly establish the Culture and Creative Industries Division under the Commerce and Information Policy Bureau in order to improve the system for promoting measures related to culture and creative industries.
