On July 12, 2023, a briefing session to the Government of HKSAR was held on the ALPS treated water at TEPCO’s Fukushima Daiichi Nuclear Power Station (FDNPS). Mr. KAIFU Atsushi, Director-General for Disarmament, Non-Proliferation and Science of Ministry of Foreign Affairs (MOFA), Ambassador OKADA Kenichi, Consul-General of Japan in Hong Kong, Mr. YUMOTO Keiichi, Director-General for Nuclear Accident Disaster Response of Ministry of Economy, Trade and Industry (METI), Mr. MICHINO Hideshi, Deputy Assistant Minister , the Export and International Affairs Bureau, Ministry of Agriculture, Forestry and Fisheries (MAFF), and officials from the 3 Ministries participated from the Japanese side; and Mr. CHAN Kwok-ki, Eric, Chief Secretary for Administration, Mr. TSE Chin-wan, Secretary for Environment and Ecology attended the session from the HKSAR side.

1. During the briefing, the Japanese side explained once again its past efforts regarding the handling of ALPS Treated Water and provided information on the content and results of IAEA’s review, including the IAEA Comprehensive Report published on July 4, followed by a question and answer session with the Hong Kong side.

2. Besides, the Japanese side reiterated that the safety of Japanese food products has been ensured, and strongly requested that Hong Kong's current import restrictions on Japanese food and agricultural products be removed at the earliest opportunity and that no further regulatory measures should be taken in connection with the release of ALPS Treated Water and called for action based on scientific evidence.

3. Both sides agreed to continue relevant communication among the authorities concerned.

4. Japan's relevant ministries and agencies will continue to work together to provide the international community with transparent and detailed information on the safety of ALPS treated water and the situation at TEPCO’s Fukushima Daiichi Nuclear Power Station.
(Reference) ALPS treated water is water which is processed by devices such as ALPS (Advanced Liquid Processing System) to ensure that the radioactive materials other than tritium surely meet the regulatory standards for safety. In addition, it is planned that ALPS treated water will then be sufficiently diluted before the discharges so that the concentrations of the radioactive materials including tritium will be far below the regulatory standards for safety.
