Energy and Environment Policy

As part of the efforts for disseminating hydrogen within the field of mobility, the Ministry of Economy, Trade and Industry (METI) has been holding a series of meetings since September 2022 to share future visions and hold discussions on policies necessary for achieving the visions, bringing together a variety of stakeholders from the hydrogen suppliers’ side, the automobile manufacturers’ side, the distribution businesses’ side, the consignors’ side, the Government of Japan, and municipalities. METI compiled the progress in the discussions into an interim report and hereby releases it.

METI will further enrich the discussions, make such policies more concrete and compile them into a final report around by the end of FY2023.

Overview

It is indispensable to carry out decarbonization in the transportation sector to achieve carbon neutrality by 2050. However, in particular for certain areas of the sector in which electric vehicles will not have sufficient long-distance travel capabilities (especially those areas involving commercial automobiles), some countries have rapidly been advancing the introduction of fuel-cell vehicles.

Meanwhile, automobile manufacturers, distribution/consignor companies, and hydrogen-suppler companies have been facing difficulties in forecasting the demand for fuel-cell vehicles and the numbers of fuel-cell vehicles and hydrogen stations to be disseminated, preventing the development of necessary investment plans.

In light of the revision of the Basic Hydrogen Strategy in June 2023, through the discussions during the conference, the related associations shared, based on certain premises, future forecasts and challenges in the dissemination of hydrogen in order to facilitate such investment planning. METI compiled the discussion results into an interim report and hereby releases it.
