The U.K. Announces its Intention to Participate in the Global Cross-Border Privacy Rules (CBPR) Forum

The Ministry of Economy, Trade and Industry (METI) and the Personal Information Protection Commission (PPC) hereby jointly announce that the Global Cross-Border Privacy Rules (CBPR) Forum, a body consisting of nine jurisdictions, including Japan, as members, released documents concerning its organizational framework and other information. In response to the release, the U.K. expressed its intention to join the Forum.

1. Launch of the Global CBPR Forum

Since the release of the declaration on establishment of the Global CBPR Forum,* nine participating jurisdictions, including Japan, have been advancing efforts towards developing the organizational structure of the forum and developing a new certification system for companies under the forum, aiming to encourage new jurisdictions to join.

*Note: On April 21, 2022, the "Global Cross-Border Privacy Rules (CBPR) Declaration" was announced for the purpose of smoother transfer of personal data across borders and beyond APEC over a wider range of fields, and promotion of interoperability of rules among jurisdictions.

2. Release of the Forum’s original structure

On April 13, 2023, the forum formulated and released the following documents:

  • Global CBPR Forum’s Terms of Reference, and
  • Global CBPR Framework.

With the release of these materials, the forum has organized a new structure to allow new jurisdictions to gain membership.

3. New candidate for the forum

In response to the release of the documents, on April 17, 2023, the U.K. expressed its intention to participate in the forum.

METI, together with PPC, will continue to proactively contribute for international discussions to build a new certification system for companies under the Global CBPR Forum.
