The 5th Japan-Thailand Energy Policy Dialogue Held

Energy and Environment Policy

On January 12 and 13, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Energy (MOE) of the Kingdom of Thailand held the 5th Japan-Thailand Energy Policy Dialogue. At the policy dialogue, they exchanged opinions on energy policies of both countries and held a joint signing ceremony for 4 MOUs on specific collaborations toward carbon neutrality between companies from Japan and Thailand. In addition, they visited Mae Moh power plant which is being considered for decarbonization by the Electricity Generating Authority of Thailand (EGAT) and exchanged opinions.

1.Japan-Thailand Energy Policy Dialogue

On January 12, Deputy Comissioner for International Affairs Kobayashi of the Agency for Natural Resources and Energy visited the Kingdom of Thailand and held the policy dialogue with Permanent Secretary Kulit Sombatsiri of the Ministry of Energy, based on the MOU(PDF:218KB)PDFファイル on the energy partnership(January 2022).
At the policy dialogue, they mutually shared their recent energy policy implementation, especially efforts toward carbon neutrality in 2050 and exchanged opinions on individual technologies necessary for the realization of the carbon neutrality of Thailand, including CCUS, EV and battery technology, hydrogen and ammonia, renewable energy, energy efficiency, LNG and Gas. Both sides reaffirmed the importance of further developing tangible projects between companies from Japan and Thailand and agreed to cooperate for the realization of the Asia Zero Emission Community (AZEC) concept.

2.Joint signing ceremony of MOUs toward carbon neutrality between Japanese and Thai companies

On the same day, the following four MOUs between Japanese and Thai companies to achieve carbon neutrality were signed, and Mr. Kobayashi and Mr. Krit witnessed the signing of each MOU.

(1) EGCO / JERA Asia "EGCO/JERA Decarbonization for Thailand"

(2) EGCO / Banpu Power / BLCP / JERA / Mitsubishi Corp. / MHI "MEMORANDUM OF UNDERSTANDING for Collaboration to Materialize the Feasibility Study for Ammonia Co-Firing at the existing BLCP Power Plants"

(3) BLCP / Chiyoda Corp. / Mitsubishi Corp. "The MOU for CCUS at Coal-Fired Power Plant among BLCP・Mitsubishi・Chiyoda"

(4) SCG Cement Co., Ltd. / The Siam Cement (Kaeng Khoi) Co., Ltd. / Nippon Steel Engineering Co., Ltd. / Thai Nippon Steel Engineering & Construction Co., Ltd. "Feasibility Study of Social Implementation of Carbon Capture and Utilization from Flue Gas of Cement Production Plant in Thailand and Neighboring Countries in Southeast Asia"

3.Discussions with Electricity Generating Authority of Thailand (EGAT) (Visit to its Mae Moh power plant)

On January 13, they visited Mae Moh power plant which is being considered for decarbonization by the Electricity Generating Authority of Thailand (EGAT) and exchanged opinions on introduction of CCS, solar power, and biomass etc. in the plant and large-scale development project for the region. With regard to the study of the use of CCS, EGAT expressed high expectations for collaboration with Japan.
