METI State Minister Nakatani Visits the United Arab Emirates (UAE)

From October 31 (Mon.) to November 2 (Wed.), Mr. Nakatani Shinichi, State Minister of Economy, Trade and Industry, visited the United Arab Emirates (UAE).
While there, he attended the opening ceremony of the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) and held meetings with H.R.H. Prince Abdulaziz bin Salman, Minister of Energy, Saudi Arabia; H.E. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and CEO of the Abu Dhabi National Oil Company (ADNOC); H.E. Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure; H.E. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Executive Affairs Authority of Abu Dhabi; H.E. Dr. Bader Hamed Al-Mulla, Deputy Prime Minister and Minister of Oil, Kuwait; and H.E. Haitham Al-Ghais, Secretary General of the Organization of the Petroleum Exporting Countries (OPEC).

1. Attending the ADIPEC

State Minister Nakatani attended the opening ceremony of ADIPEC, positioned as one of the world’s largest exhibitions and conferences in the oil and natural gas industries, together with the government ministers of the UAE, government dignitaries of other countries, top executives of international oil companies and other stakeholders.
He also visited the Japan Pavilion, which is exhibiting the theme of zero emission thermal power generation from hydrogen, ammonia, and other sources, and display booths showcased by the Japan Oil, Gas and Metals National Corporation (JOGMEC) and other Japanese companies and exchanged views with stakeholders of companies conducting business in Abu Dhabi. Topics of discussion included future directions of business development and the current situation surrounding the energy market.

2. Meetings with government dignitaries of Abu Dhabi, the UAE

(1) Meeting with H.R.H. Prince Abdulaziz bin Salman, Minister of Energy, Saudi Arabia

State Minister Nakatani expressed his gratitude for providing a stable supply of crude oil to Japan for many years, and called for the stabilization of the international crude oil market. He then discussed with Minister Abdulaziz the current situation surrounding the international crude oil market, and the two sides confirmed that they will continue to promote bilateral cooperation in the energy field.

(2) Meeting with H.E. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and CEO of the Abu Dhabi National Oil Company (ADNOC)

State Minister Nakatani and Minister Jaber discussed bilateral cooperation in the fields of clean energy and advanced technology, and agreed to work together on a realistic energy transition to achieve carbon neutrality in anticipation of COP28, which is scheduled to be held in the UAE next year. In addition, State Minister Nakatani expressed his gratitude for providing a stable supply of crude oil to Japan and called for the stabilization of the international crude oil market.

(3) Meeting with H.E. Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure

State Minister Nakatani expressed his gratitude for providing a stable supply of crude oil to Japan and called for the stabilization of the international crude oil market through further crude oil supply and investment in production capacity. The two sides also confirmed that the two countries would cooperate in not only the areas of oil and gas, but various others, such as hydrogen and other sources of clean energy.

(4) Meeting with H.E. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Executive Affairs Authority of Abu Dhabi

In a meeting between Mr. Nakatani Shinichi, State Minister of Economy, Trade and Industry, and H.E. Khaldoon Khalifa Al Mubarak, Chairman of the Executive Affairs Authority, both sides discussed ways of enhancing cooperation between the two countries in the oil and gas sector, the clean energy sector, as well as, across a variety of industries. Moreover, they commended the recent signing of the Joint Declaration on the Implementation of Comprehensive Strategic Partnership Initiative (CSPI) between Japan and the United Arab Emirates, and agreed on the importance of further expanding bilateral cooperation.

(5) Meeting with H.E. Dr. Bader Hamed Al-Mulla, Deputy Prime Minister and Minister of Oil, Kuwait

State Minister Nakatani expressed his gratitude for providing a stable supply of crude oil to Japan and called for the stabilization of the international crude oil market through further crude oil supply and investment in production capacity. They also confirmed the importance of strengthening cooperation in not only the fields of oil and natural gas, but also the field of clean energy, including hydrogen and ammonia.

(6) Meeting with H.E. Haitham Al-Ghais, Secretary General of Organization of the Petroleum Exporting Countries (OPEC)

The two sides exchanged views on the current and future international oil market, and State Minister Nakatani called for the stabilization of the international crude oil market. The two sides also confirmed that they would promote cooperation between Japan and OPEC.

3. Other activities

State Minister Nakatani visited the Upper Zakum Oil Field, one of the world’s largest offshore oil fields, for which a Japanese company possesses oil concessions and whose operation Japanese companies are involved in.
