State Minister of Economy, Trade and Industry

Mr. Kozuki Ryosuke was appointed State Minister of Economy, Trade and Industry and State Minister of Cabinet Office (in charge of support for Expo 2025 Osaka, Kansai, Japan) on December 14, 2023.

Mr. Kozuki joins METI from the House of Councillors, the upper house of Japan’s National Diet, where he has represented his constituency in Ibaraki Prefecture. Mr. Kozuki first won election to the House of Councillors in 2013 and successfully won reelection in 2019. During his time in the Diet, Mr. Kozuki has played a leading role on several key policy committees including chairing the Committee on Agriculture, Forestry and Fisheries. Mr. Kozuki also served as Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries from 2016 to 2017.

Prior to entering the National Diet in 2013, Mr. Kozuki served for more than 25 years as a public official in the Ministry of Internal Affairs and Communications (MIC) and in the Ministry of Home Affairs, the predecessor agency to MIC. During his career as an official in the Ministry, Mr. Kozuki served in a wide range of executive posts with responsibilities for key policy areas including administration of local autonomy.

Mr. Kozuki is a graduate of the University of Tokyo’s Faculty of Law. He was born on December 26, 1962, in Hyogo Prefecture.
