Summary: In order to create a harmonized legal (regulatory) environment for the purpose of establishing a level playing field in terms of economics for development of ICT services market and based on the outcomes of SG2 and SG3 activities aimed at developing a Recommendation on a List of Telecommunication Services in data networks, it is proposed that the Regional Group: 1. Elaborate criteria for referring certain data service types to specific groups (categories). 2. Develop a provisional list of such services with relevant definitions.
