This Recommendation defines the alternative calling procedure, based on WTSA-16 Resolution 29, WTDC-17 Resolution PP-18 Resolution 21, SG2-C121 (2013-2016) and SG3-C224. Alternative calling procedures are those that route voice traffic outside standard international calling and charging mechanisms it may be potentially harmful and may impact the revenue of international telecommunication operators or operating agencies authorized by Member States.
