This Council Working Group was established in 2010,​ in accordance with Resolutions 102 and 140 of the 2010 Plenipotentiary Conference. ​​
 
CWG-Internet is limited to Member States, with open consultation to all stakeholders. 
 
Previously, this group was established as the Dedicated Group as an integral part of CWG-WSIS, open only to all Member States, in accordance with Resolution 75 (WTSA, 2008), and Council Resolution 1282 (Mod. 2008).

The CWG-Internet is open only to ITU Member States with open consultation to all stakeholders (see Council Resolution 1336 (Mod. 2019)​).​

Following the decision of the CWG-Internet and Council Resolution 1336 (Mod. 2019) , an online repository was created, including experiences and best practices in international Internet-related public policy issues, as these were submitted by ITU Member States, and other stakeholders.
