SG13: Future networks and emerging network technologies​​

Executive summary of the WP1/13, WP2/13, WP3/13 and WP4/13 meetings,
25 July 2025, Geneva, Switzerland

These meetings attracted 131  participants (83 physical and 48 remote only) and considered 380  documents. Preceding SG13 co-located rapporteur group meetings (RGM) were attended by 290  participants (96 physically in Geneva and 194 remote).

Working Party 1/13 "IMT Systems", 25 July 2025, Geneva

Recommendations determined (Resolution 1 - TAP)

The consideration for approval of draft new Recommendations ITU-T Y.3188, Y.3221 and Y.3222 will take place at 28 October – 6 November 2025 SG13 meeting in Tashkent, Uzbekistan.

To this end, TSB Circular 65 (dated 28 July 2025) initiated the Members States consultation with regards to the proposed approval of draft new Recommendations Y.3188, Y.3221 and Y.3222 at the next SG13 meeting.

Recommendations consented for Last Call (Recommendation A.8 - AAP)

* On 21 November 2025 ETRI submitted the generic patent declaration for the draft new Recommendation ITU-T Y.3555 "Cloud computing - Functional architecture for multi-cloud". This information was duly registered in the ITU-T patents declaration database.

The meeting agreed initiation of the three new work items:

- Y.MLPaaS-reqts "Cloud Computing – Functional Requirements of PaaS for machine learning applications", TD102/WP2 (Q17/13)
- Y.3531-rev "Cloud computing – Functional requirements for machine learning as a service", TD103/WP2 (Q17/13)
- Y.mc-api "Cloud computing - API for multi-cloud management", TD69/WP2 (Q18/13)

WP2/13 agreed to the proposal from Q17/13, Q18/13 and Q19/13 on the establishment of a new Correspondence Group on Cloud Computing Coordination (CG-CC-SG13&SG21) to address potential overlaps in cloud-related work, currently performed in Study Groups 13 and 21. (Reference: C196/SG13RGM and TSAG-C18.)

The new group will be run by the co-conveners Ms Ying Cheng (China Unicom) and Ms Qihui Zhao (China Mobile) and will operate under the Terms of Reference as found in TD83/WP2. A liaison statement to ITU-T SG21, inviting the experts in the field from SG21 to join the CG, was agreed for dispatching, TD84/WP2.

One proposal for the start of the new work in Q22/13 was not agreed for establishment and the decision was deferred to the next meeting of SG13, October-November 2025.

One proposal for the start of the new work in Q16/13 was conditionally agreed for establishment pending the feedback from the SG17. Final decision on creation of this new work item (Y.trcm-fr, Framework for Trust based Consent Management, TD204/WP4) will be taken at the next meeting of SG13, October-November 2025 in Tashkent.

WP4/13 agreed on the request from Q5/13 to extend the deadline for replies to the Questionnaire "Use Cases of services universalization in developing countries using open networks and AI models" (TD68/PLEN of March 2025 meeting, Circular 37 of 27 March 2025) to 3 October 2025.

The AAP Last Call starts on 1 August 2025 for each of the 18 consented Recommendations listed above.

Next meeting of SG13 will take place on 28 October – 6 November 2025 in Tashkent, Uzbekistan, at a kind invitation of the Ministry of Digital Technologies of the Republic of Uzbekistan .
