C260-R1 (United States of America) was noted in the SG20 closing plenary. The contributor informed SG20 that this contribution will be submitted to TSAG for further discussion.   

Highlights of TSAG
  • SG20 Chairman provided a brief overview of the main outcomes of the last meeting of TSAG concerning SG20. The last TSAG meeting was held from 1 to 4 May 2017 and the TSAG report is available as TSAG-R1
  • It was noted that TSAG endorsed the revised set of seven Questions of SG20, and the new structure of SG20. TSAG also took note on the creation of the new ITU-T Focus Group on Data Processing and Management to support IoT and Smart Cities & Communities (FG DPM), which has SG20 as parent group. This information was presented during the meeting as contained inTD378 .
List of stale work items

TSB provided information on the list of stale work items as contained in TD343. ITU-T SG20 received a liaison statement from TSAG regarding the stale work items under ITU-T SG20 (TD272). The Rapporteurs of the concerned Questions were encouraged to discuss these work items during their sessions and take appropriate action. As a result of the discussions, it was agreed to send a liaison statement to TSAG (LS68-20).

Highlights of Council 2017
  • SG20 Chairman recalled the Council decision to carry out an SME pilot project open to interested ITU-T and ITU-D Study Groups. In this regard, SG20 expressed interest in participating in this pilot project. It was further noted that some SMEs participated in the meeting of the SG20 Arab regional group held in Cairo in August 2017.
  • The request of an SME to participate in the pilot project will be submitted via the concerned administration, which should confirm that it meets the national criteria to be recognized as an SME, including factors such as size of company and annual revenues. TSB informed the meeting that it will also notify an Administration when receiving direct requests from interested SMEs.
  • It was noted that this pilot project will run until PP-18. ITU secretariat will provide a progress report to the next session of Council in 2018, with a view towards presenting a full report for PP-18.
  • SG20 noted with appreciation the contribution that SMEs can make to the work of SG20 and encouraged Administrations to foster their participation in future SG20 meetings. 
Action plans for implementation of WTSA-16 Resolution 78 (Rev. Hammamet, 2016) and Resolution 98 (Hammamet, 2016) (ICTs for e-health services; IoT and smart cities and communities for global development)
  • TD355contains a proposed Action Plan for the implementation of Resolution 78 (Rev. Hammamet, 2016) and Resolution 98 (Hammamet, 2016). SG20 members have been requested to provide inputs and review it at the next SG20 meeting. 
  • C201 was received from Alfa electronics, Algeria, Egypt, Etisalat, Kuwait, Mobily, Root technologies, Saudi Arabia, Saudi Telecom, SpimeSenseLabs and United Arab Emirates supporting this Draft Action plan. The contribution was noted.

Newcomers' session
The newcomers' session took place on Monday 4 September 2017. Mr Marco Carugi, Q2/20 Rapporteur and SG20 Mentor delivered the following presentations as contained in TD299‐R2.
Mr Carugi was appointed as mentor for the study period 2017-2020.
The following TDs were briefly presented during the newcomer session:

Summary of Questions' Results
Working Party 1/20

Question 1/20 –"End to end connectivity, networks, interoperability, infrastructures and Big Data aspects related to IoT and SC&C" summary
The Rapporteur of Q1/20 (Mr Jun Seob Lee) opened the meeting and presented the draft agenda contained in TD361-R4.
Q1/20 made progress on five on-going draft Recommendations. Q1/20 produced six output documents including the meeting report and two revised texts of on-going draft Recommendations, one final text of a Draft Supplement in the Y.4000 series, two final texts of new draft Recommendations for Consent even though the decision on Consent was forwarded to WP1 Plenary.
The meeting report of Q1/20 (TD391-R3) was approved at the closing plenary of WP1/20.

Question 2/20 – "Requirements, capabilities, and use cases across verticals" summary
The Rapporteur of Q2/20 (Mr Marco Carugi) opened the meeting and presented the draft agenda contained in TD362-R10.
The Question 2/20 meeting reviewed 34 Contributions and 31 TDs, including incoming Liaison Statements. The objectives for this meeting were to progress all existing related work items, including - as key priority - to request Consent for three draft Recommendations, Y.2067-R1 "Common requirements and capabilities of a gateway for Internet of Things applications", Y.TPS-req "Requirements of transportation safety services including use cases and service scenarios" and Y.IoT-WDS-Reqts "Requirements and capabilities of Internet of Things for support of wearable devices and related services". The Question made progress on 12 on-going draft Recommendations and 1 ongoing draft Supplement and agreed to start 3 new work items (NWIs).
The meeting report of Q2/20 (TD392-R2) was approved at the closing plenary of WP1/20.

Question 3/20 – "Architectures, management, protocols and Quality of Service" summary
The Rapporteur of Q3/20 (Ms Shane He) opened the meeting and presented the draft agenda contained in TD363-R6.
The meeting considered in total 59 Contributions and 13 incoming liaison statements which were related to Q3/20. According to the contributions and discussions, 7 on going work items made good progress and it was agreed to submit1 draft Recommendation Y.IoT-NCE for consent. During the meeting, 25 new work items were discussed including 24 work items based on oneM2M related contributions, and 1 work item on Services for a Unified Identity/Identifier/Locator Split Architecture in IoT Environment. It was agreed to submit the 25 work items with their A.1 justifications to WP1/20 for their approval. Based on the discussion of oneM2M related work items, it was also agreed to submit 22 new draft Recommendations to WP1/20 meeting for consent, and 2 technical reports for agreement. Furthermore, 8 outgoing liaison statements (LSs) were drafted and submitted to WP1/20.
The meeting report of Q3/20 (TD393-R4) was approved at the closing plenary of WP1/20.
During the closing plenary of ITU-T SG20 on 15 September 2017, at the request of the United Kingdom, Germany, Canada and USA, it was agreed to change the approval process of the work item on Y.IPv6RefModel "Reference Model of IPv6 Subnet Addressing Plan for Internet of Things Deployment" from AAP to TAP.

Question 4/20 – "e/Smart services, applications and supporting platforms" summary
The Rapporteur of Q4/20 (Mr Gyu Myoung Lee) opened the meeting and presented the draft agenda contained in TD364-R3.
Question 4/20 discussed 21 Contributions including Liaison Statements. Q4/20 made progress on 1 initial draft Recommendation. At the meeting, Q4/20 produced 16 output documents including the meeting report as follows: The meeting report of Q4/20 (TD394-R1) was approved at the closing plenary of WP1/20.​

Working Party 2/20

Question 5/20 – "Research and emerging technologies, terminology and definitions" summary

The Rapporteur of Q5/20 (Mr Sébastien Ziegler) opened the meeting and presented the draft agenda contained in TD365-R6, which was approved with several updates and revised versions made over the course of the meeting.
1 new work item Y.MEDT on "Methodology for Building Sustainable Capabilities during Enterprises' Digital Transformation" was agreed to be submitted for approval.
3 Draft Recommendations (Y.SCC-Terms, Y.HEP, Y.CrowdSystems) and 1 Draft Technical Report (TR.AI4SC) were updated during the Q5/20 meetings.
The meeting discussed the possibility to organize a dedicated workshop on AI and IoT in the context of the next IoT Week 2018, to be held in Bilbao on 4-7 June 2018. The idea was supported as a good opportunity to promote the work of ITU-T SG20.
The meeting report of Q5/20 (TD395-R3) was approved at the closing plenary of WP2/20.

Question 6/20 – "Security, privacy, trust and identification for IoT and SC&C" summary
The Rapporteurs and Associate Rapporteurs of Q6/20 (Mr Abdulhadi AbouAlmal, Ms Assia Bahri, Mr Xiongwei Jia and Mr Adil Hidayat Rosli) opened the meeting and presented the draft agenda contained in TD366-R6, which was approved and updated during the meeting, including the time plan.
The Q6/20 meeting proposed three (3) new work items as described below:
  • Y.API4IOT - "API for IoT Open Data in Smart Cities"
  • Y.LPWA - "Security, interoperability and identification aspects for Low Power Wide Area (LPWA) systems"
  • Y.FW-IC-MDSC - "Framework of identification and connectivity of Moving Devices in Smart City".
​2 Draft Recommendations (Y.IoT-Interop and Y.IoT-DA-Counterfeit) were updated during the Q6/20 meetings. 1 draft Recommendation was proposed by Q6/20 for Consent by ITU-T SG20 at this meeting, entitled Y.IoT-sec-safety "Security capabilities supporting safety of the Internet of Things". (TD304-R3)
5 outgoing liaison statements were submitted for approval by Q6/20.
An expert from TRIALOG, Dr Antonio Kung, was invited by ITU-T SG20 to present views to Q6/20 experts on IoT Security and Data Protection considerations on IoT and SCC standards (TD409).
The meeting report of Q6/20 (TD396-R4) was approved at the closing plenary of WP2/20.

Question 7/20 "Evaluation and assessment of Smart Sustainable Cities and Communities" summary
The Rapporteurs and Associate Rapporteur of Q7/20 (Mr Okan Geray, Mr Keng Li and Dr Ahmad Helmi Azhar) opened the meeting and presented the draft agenda contained in TD367-R4.
The Q7/20 meeting proposed three 3 new work items as described below:
  • Y.SSC-IA - Smart Sustainable City Impact Assessment
  • Y.SSC-MM - Smart Sustainable City Maturity Model
  • Y.AFDTS - Assessment Framework for Digital Transformation of Sectors in Smart Cities
1 Draft Recommendation (Y.IoT-EH-PFE) was updated during the meetings.
5 outgoing liaison statements were submitted for approval by Q7/20.

Focus Group on Data Processing and Management to support IoT and Smart Cities & Communities (FG-DPM) 
The report of the first meeting of the FG-DPM held from 17 to 19 July 2017 in Geneva was presented as contained in TD349.
It was agreed to send a liaison statement to the FG-DPM as contained in TD508.
The next meeting of the FG-DPM will take place from 20-25 October 2017 in Geneva.

ITU-T SG20 Regional Groups

ITU-T SG20 Regional Group for Africa (ITU-T SG20RG-AFR)
  • The report of the ITU-T SG20RG-AFR e-meeting held on 7 August 2017 was presented as contained in TD342-R1.
  • It was agreed to designate Mr Ramy Ahmed Fathy from the National Telecom Regulatory Authority – Egypt and Mr Ali Abbassene from Algeria as SG20RG-AFR Vice-chairmen.
ITU-T SG20 Regional Group for the Arab region (ITU-T SG20RG-ARB)
  • The report of the ITU-T SG20RG-ARB meeting held from 9 to 10 August 2017 in Cairo, Egypt was presented as contained inTD340.
  • The next ITU-T SG20RG-ARB meeting will take place from 19 to 20 November 2017 in Riyadh, Saudi Arabia.
ITU-T SG20 Regional Group for Eastern Europe, Central Asia and Transcaucasia (ITU-T SG20RG-EECAT)
  • The report of the ITU-T SG20RG-EECAT meeting held from 20 to 21 June 2017 in Saint Petersburg, Russian Federation was presented as contained in TD339.
  • C123 sent by Rostelecom proposed to revise the Terms of References (ToR) of the ITU-T SG20RG-EECAT. The revised ToR were approved during the SG20 meeting as contained in TD554.
ITU-T SG20 Regional Group for Latin America (ITU-T SG20RG-LATAM)
  • It was agreed to designate Ms Katrina Naut from INDOTEL Dominican Institute of Telecommunications as SG20RG-LATAM Vice-chairman.

Joint Coordination Activity on Internet of Things and Smart Cities and Communities (JCA-IoT and SC&C) 
The eighteenth meeting of the JCA-IoT and SC&C took place on 7 September 2017 under the Chairmanship of Hyoung Jun Kim. All the meeting documents can be found here.

Collaboration matters and information sharing

Collaboration between ITU-T and oneM2M
Nokia together with other ITU-T sector members submitted 48 Contributions on oneM2M deliverables (technical reports and technical specifications).  After a lengthy discussion, it was decided to:
  • approve the creation of 24 new work items based on oneM2M deliverables
  • consent 1 draft Recommendation ITU-T Y.4500.1 (ex. Y.oneM2M.ARC) on "oneM2M- Functional Architecture"
  • and agree 6 new Technical Reports.

Correspondence Group between ITU-T SG20 and ITU-T SG17
A special session on collaboration between ITU-T SG20 and ITU-T SG17 on IoT security took place on Monday 4 September 2017 from 18:00 - 19:30. The Agenda is contained in TD373. It was agreed to close the Correspondence Group between ITU-T SG20 and ITU-T SG17. It was decided to send a liaison statement to ITU-T SG17 as contained in TD509.

Collaboration with ISO and IEC
  • C164-R1 (IEC) was noted during the SG20 plenary. It was presented during the JCA IoT and SC&C.
