6 Action plan of ITU-T SG11 for the new Study Period (2017-2020)
During the first meeting of SG11, the Chairman requested SG11 Management team to give a short overview that highlights their plans for the current Study Period. These documents became a basis for the SG11 action plan which lists the key SG11 priorities for the next four years. The action plan is available in TD 173 (GEN/11).
7 SDN 5G/IMT-2020
SG11 made progress on ongoing work items which are related to SDN as follows:-
ITU-T Q.SAN-MIM: Signalling requirements of SDN-based access networks with media independent management capabilities;

ITU-T Q.NEA-REQ: Signalling Requirements of NFV Entity Management for Network Attachment;
- ITU-T X.mp2p-mssr: Managed peer-to-peer communications: Multimedia Streaming Signalling Requirements;
- X.mp2p-mspp: Managed peer-to-peer communications: Multimedia Streaming Peer Protocol;
- X.mp2p-msomp: Managed peer-to-peer communications: Multimedia Streaming Overlay Management Protocol;
Most of them will be proposed for consent at the next meetings (WP2/11 meeting, July 2017) and the next SG11 meeting (8-17 November 2017).

8 SS7 security
SG11 started working on SS7 security through creating an amendment to ITU-T Q.731.3. The output document which contains the draft amendment is available in TD 137 (GEN/11).
The Chairman of SG11 also invited Mr Raymond Tu to give a presentation of a mechanism for authentication for caller id which was highlighted in his paper submitted to ITU Kaleidoscope 2016. For more details please see TD 79 (GEN/11) and TD 60 (GEN/11).
9 Third meeting of the ITU-T Conformity Assessment Steering Committee (CASC)
The third meeting of the CASC was addressed in two sessions on Monday 13 February 2017 from 9:30am and was chaired by Mr Isaac Boateng.
The CASC agreed the Guidelines "ITU-T CASC procedure to appoint ITU-T technical experts" which was further approved at the closing meeting of ITU-T SG11. The output document can be found in TD 144 (GEN/11).
The CASC was informed by IECEE about the received responses on IECEE inquiry on ITU Recommendations to be used for certification. Among IECEE members which provided feedback are: Italy, Slovenia, Switzerland and Viet Nam. The CASC noted that there is market need for conformance testing against ITU-T Recommendations. The meeting then decided to inform all SGs on the responses of IEC enquiry on testing against ITU-T Recs. The outgoing LS is available in TD 163 (GEN/11).
The CASC continues collaborating with IECEE through established Task Force (TF) "Certification Management Committee (CMC) Task Force ITU Requirements". The Chairman of CASC presented the list of CASC representatives who were nominated to this TF. The CASC will be informed on the outcome of the TF meetings at the next CASC meetings. There are the following meetings of CASC in 2017:-

SG11 made progress on ongoing work items Q.30xx_VoLTE_Interconnection_FW "Framework of interconnection of VoLTE/ViLTE-based networks" and revised Recommendation ITU-T Q.1912.5 "Interworking between Session Initiation Protocol (SIP) and Bearer Independent Call Control protocol or ISDN User Part". Both documents are planned for consent during next the SG11 meeting (8-17 November 2017).
In addition, SG11 decided to start two new work items which deal with VoLTE issues. Among them are:

Q.suppl.VoLTE_ETS_Interconnection "Signalling requirements for interconnection between VoLTE-based network and other networks supporting emergency telecommunications service (ETS)";
-
Q.VoLTE_INT_TEST "VoLTE/ViLTE interconnection testing for interworking and roaming scenarios including relevant QoS/QoE testing".
The discussion of these work items will continue at the rapporteur group meetings, including joint meetings with ETSI TC INT, which are scheduled to take place in March and June 2017. The full list of interim meetings is available on the SG11 web page.
11 Implementation of ITU C&I Programme
According to received inputs from different ITU-T SGs, ITU-T SG11 updated the reference table of ITU-T Recommendations suitable for C&I testing and the list of pilot projects on conformance testing against ITU-T Recommendations. The information was updated on the ITU C&I Portal accordingly:12 Internet related performance measurements
SG11 continue working on the ongoing draft Recommendation ITU-T Q.3961. It was agreed to align the title of draft ITU-T Q.3961 with the current mandate of SG11. The agreed title of the draft ITU-T Q.3961 is "Testing methodologies of Internet related performance measurements including e2e bit rate within the fixed and mobile operator’s networks".
The text was improved and the group decided to continue improving this document at the relevant Rapporteur groups as indicated on the SG11 web page. The meeting report can be found in TD 109 (GEN/11). 13 Collaboration with ETSI TC INT
SG11 continue collaborating with ETSI TC INT through joint activities related to the following areas:

Framework of Interconnection of VoLTE/ViLTE networks;

Testing specifications of VoLTE/ViLTE interconnection;
- Internet related performance measurements.
The next joint meeting of Q2, 9 and 11/11 and ETSI TC INT is scheduled to take place in Vienna (hosted by Austria Telekom) from 28-30 March 2017. All details are available on the SG11 web page.
14 Combating counterfeit ICT and mobile device theft
SG11 approved the survey report on counterfeit ICT devices in Africa region, TD 1199 Rev.1 (GEN/11). This report will be posted as a Technical Report.
SG11 started a new work item ITU-T Q.FW_CSM" Framework for combating the use of Stolen Mobile ICT Devices".
Two draft technical reports have been revised, as follows:

TR-CF_BP: Technical Report - Guidelines on Best Practice and Solutions for Combating Counterfeit ICT
SG11 also decided to create the plans for Implementation of WTSA-16 Resolution 96 and Resolution 97 according to the received contributions. More details are available in the WP3/11 report, TD 118 Rev.1 (GEN/11).
15 Testing of Internet of things, its applications and identification systems
SG11 started a new work item Q.Het_IoT_Gateway_Test which will describe the testing methodology of the heterogeneous network gateway which is to be used for communication among IoT devices.
