Executive summary of the SG11 meeting (Geneva, 27 June-6 July 2016)
Study Group 11 meeting was held in Geneva, from 27 June-6 July 2016 and was attended by 123 delegates from 33 countries. Along with face-to-face meetings, most sessions from various Questions or joint Questions meetings were supported by remote participation capabilities. The SG11 meeting was co-located with:

1.3 Q-series Recommendations structure
SG11 has agreed to change the title of the Q-series Recommendations from "Switching and signaling" to "Switching, signalling, measuring and testing". Also SG11 agreed to create a new sub-group and related subgroups as follows:

1.4 Acknowledging active involvement of the Membership in the development of ITU-T deliverables (WTSA Res. 80)
TSB presented the TSAG decision to roll out to all Study Groups the SG9 pilot guidelines on implementation of Resolution 80. SG11 does not have a strong view on this initiative which was strongly supported by Brazil. The acknowledgment web page as drafted by TSB was welcomed by SG11 meeting, it was available at: http://www.itu.int/en/ITU-T/studygroups/2013-2016/11/Pages/acknowledgements.aspx
TSB was encouraged to develop similar webpages for every meeting of SG11 in this Study Period and to continue exploring the acknowledgment of contributors to the development of ITU-T SG11 Recommendations.

4 Questions and WTSA-16 preparation

SG11 held a number of special sessions namely on Thursday 30 June, Friday 1 July, Monday 4 July and Wednesday 6 July 2016 to conclude the discussions on SG11 restructuring in view of WTSA-16. The draft report of these special session including its outcome can be found in TD 1240 (GEN/11).

5 Liaison officers and RapporteursSG11 approved the appointment of new Rapporteurs and Associate Rapporteurs as follows:
– Peng ZHU (China Unicom, China) was thanked for his role as Associate Rapporteur for Q5/11 as he is unable to continue in that capacity. Guo AIPENG (China Unicom, China) took on the role of Associate Rapporteur for Q5/11
– Xiaoyong HAN (China Mobile) was thanked for his role as Associate Rapporteur for Q9/11 as he is unable to continue in that capacity.
– Isaac BOATENG (NCA, Ghana) was thanked for his role as Associate Rapporteur for Q11/11, from which he is to step down due his increasing commitments as Chairman of the CASC.
– Hideo HIMENO (NEC Corporation) was thanked for his role as Rapporteur for Q14/11, as he is unable to continue in that capacity. Nan CHEN (China Telecom) was promoted from Associate Rapporteur to Rapporteur Q14/11.
– Eva IBARROLA (University of the Basque country) was thanked for her role as Rapporteur Q15/11 as she is unable to continue in that capacity. Martin BRAND (A1 Telekom Austria AG) took on the role of Acting Rapporteur Q15/11.

– Xiaojie ZHU (China Telecom) and Shin-Gak KANG (ETRI) were appointed as liaison officers to FG IMT-2020;
– Tina TSOU is unable to continue in the capacity of liaison officer to JCA-Res178 and JCA-COP and Public Relations officer;
– Due to the announced closure of JCA-IPTV and IPTV-GSI, the position of liaison officer held by Shin-Gak KANG (ETRI) was closed.

6 Second meeting of the ITU-T Conformity Assessment Steering Committee (CASC)The second meeting of the CASC was addressed in two sessions on Tuesday 28 June 2016 from 9:30am and was chaired by Mr Isaac Boateng.
The CASC established an initial list of ITU-T Recommendations (ITU-T P.1140, P1100, P.1110 and K.116) which may become subject of joint certification schemes. For such joint certification programmes, the CASC aims at establishing collaboration with the International Electrotechnical Commission (IEC) for ITU-T P.1140 and K.116 and with the Global Certification Forum (GCF) for ITU-T P1100 and P.1110.
While detailed procedures involving the GCF are yet to be discussed, the IECEE has submitted a Contribution to inform on the decision of the IECEE Conformity Assessment Board (CAB) and Certification Management Committee (CMC) on establishment of an ITU-T/IECEE joint Task Force, which will be tasked to define the ITU requirements necessary for the inclusion of a testing laboratory and joint certification program.

7 Collaboration with ETSI TC INTAccording to the approved guideline TD 913 (GEN/11), outlining a framework for collaboration among SG11 and ETSI TC INT, a co-located meeting of ETSI TC INT was organized in Geneva from 28 June to 1 July 2016. It allowed organization of joint sessions among relevant Questions of SG11 and ETSI TC INT to progress topics of joint interest including:
– SIP-IMS conformity testing (joint with Q11/11);
– Internet speed measurement (joint with Q15/11);
– Framework of an interconnection among VoLTE/ViLTE-based networks (joint with Q2/11).
8 Combating counterfeiting
SG11 Q8/11 advanced the draft Recommendation "Framework for solution to combat counterfeit ICT Devices", which will be approved via TAP, based on Contributions from Brazil, and UK. The updated draft Recommendation is to be found in
TD 1337 (GEN/11). The two ongoing technical reports TR-CF_BP "Guidelines on best practice and solutions for combating counterfeit ICT devices"
TD 1346 (GEN/11) and TR‐Uni_Id "Use of anti-counterfeiting technical solutions relying on unique and persistent mobile device identifiers"
TD 1230 (GEN/11) were also progressed at the meeting. A new work item SR-AFR "Survey report on counterfeit ICT devices in Africa region"
TD 1199 (GEN/11) has been agreed and is planned for approval at next SG11 meeting.
A contribution from Russia proposing to create a new work item on "DoA-IoT-based ICT system to combat counterfeiting" was not accepted. Russia was advised to resubmit this proposal with a more generic scope, e.g. proposing a generic solution using IoT; DOA may be listed as one of the solutions in such a generic framework.
9 Internet speed measurement
After AAP comment resolution, see its report
TD 1186 (GEN/11), the new Recommendation ITU-T Q.3960 "Framework for Internet related performance measurements" (ex. Q.FW_Int_sp_test) was approved, final text in
TD 1345 (GEN/11). This marks an important achievement as this framework targets internet speed measurement from an end-users perspective. A companion draft Recommendation (planned Q.3961) on "Testing methodologies of internet speed measurement system to be used on the fixed and mobile networks" will be progressed at next meeting of SG11, which plans continuing developments in this area. To be noted that this is a joint work with ETSI TC INT.
10 Other Conformance and Interoperability (C&I)-related outcomes
SG11 advanced and updated the standardization work plan for SIP-IMS as 20 new Recommendations were approved on SIP‐IMS, TD 1343 (GEN/11). It includes standards of requirements and relevant test specifications of basic call and some supplementary services, which are applied to fixed networks. SG11 collaborate with ETSI TC INT on this subject.
WP4/11 has progressed work on C&I issues. Relevant updates are provided as follows:
– Pilot projects for conformity assessment against ITU-T Recommendations TD 1326 (GEN/11), http://www.itu.int/go/pilot-projects);
– Living list of key technologies which are suitable for C&I Testing (TD 1235 (GEN/11), http://itu.int/go/key-technologies);
– The reference table of standards used for C&I assessment (TD 1255 (GEN/11), http://itu.int/go/reference-table);
– A new Recommendation ITU-T Q.3920 "Terms and definitions to be used in Conformance and Interoperability issues" was consented. It will help to enhance discussions on C&I by providing a common terminology;
– For the CASC results, see section 7.
The Joint Coordination Activity on Conformance and Interoperability (JCA-CIT) was closed as it achieved its objectives. Future coordination on C&I will be performed by SG11 in its capacity of Lead SG on test specifications, conformance and interoperability testing.
11 Establishment of two regional groups for SG11 (Africa and RCC)
At the last meeting of SG11, two regional groups were established, one for Africa and one for RCC. These regional groups were supported by both ATU and RCC. The terms of references of these two new regional groups can be found in TD 555 (TSAG).
12 Workshops during SG11 meeting (27 June – 6 July 2016)
12.1 Combating Counterfeit Using Conformance and Interoperability Solutions
A workshop on "Combating Counterfeit Using Conformance and Interoperability Solutions" was held on 28 June 2016 (PM) and was attended by about 100 participants. The workshop succeeded in creating awareness of the studies currently on-going in ITU-T SG11 Question 8 on the topic to combating counterfeit. It debated whether or not conformance and interoperability programmes can assist to combat counterfeit ICT devices, and provided best practices worldwide. It also showcased new trends and mechanisms in ICT counterfeiting, tempering and/or duplication of unique device identifiers and discussed mechanisms to secure the supply chain management (from manufacturing, importation distribution and marketing) to ensure traceability, security, privacy and trust of people, products and networks. 12.2 SS7 Security
A workshop on "SS7 Security" was held on 29 June 2016 (AM) and was attended by about 100 participants. This workshop succeeded to share information on SS7 security issues among various operators and stakeholders. It analyzed the current SS7 standards and identified which one is impacted as well as how to improve them in terms of security. The workshop also discussed cooperation with other SDOs and organizations on SS7 security issues. A Chairman report was posted on the workshop webpage and can be seen here.

16 Next Study Group 11 meeting
The next SG11 meeting is scheduled in Geneva, 6-15 February 2017.
The following meeting plan of SG11 and their associated Rapporteurs and WP meetings (depending on the outcome of WTSA-16) are tentatively scheduled as follows:
– Geneva, 29 May – 9 June 2017 (Rapporteurs/WPs)
– Geneva, 8-17 November 2017
17 Closure
A new ITU-T Standardization video was shown and was welcomed by the SG11 meeting. It will help promoting ITU-T activities going forward.
Mr Wei FENG (Chairman of SG11) delivered certificates of appreciation to delegates of SG11 who took an active role in SG11 structure during this Study Period. Mr FENG closed the meeting thanking delegates and TSB SG11 Advisor (Mr Stefano Polidori) as well as TSB SG11 Administrative Assistant (Mrs Emma Norton Viard) for their support and hoping for a brilliant future for SG11 in the new Study Period.
