Study Group 11 meeting was held in Geneva, from 22-29 April 2015 and was attended by 123 delegates from 31 countries. Along with face-to-face meetings, most sessions from various Questions or joint Questions meetings were supported by remote participation capabilities.

3 SG11 Structure and Management Mr Dmitry Tarasov resigned as a vice-chairman of WP4/11. Mr Andrey Koucheryavy was appointed as the new WP4/11 vice-chairman. The meeting welcomed the appointment of Mr Koucheryavy who is a well-known expert in SG11 and served as WP4/11 Chairman for the past two Study Periods. Mr Tarasov was thanked for his service to SG11 and his experience and expertise will be solely missed. .

4 Questions
There were no changes in the Questions texts at this meeting.
SG11 Management brainstormed on preliminary thoughts about SG11 future work in view of WTSA-16 and possible restructuring. The WP Chairs and Question Rapporteurs were requested to provide thoughts on relationship between SG11 Questions and four strategic areas of study: 5G, IoT/Smart Cities, Trust/infrastructure and Open Source. A table resulted from this exercise and was posted as TD 805 Rev.1 (GEN/11). It will be kept as a living list and updated as required by SG11 in the future.
5 Liaison officers and Rapporteurs
SG11 approved the appointment of new Rapporteurs and Associate Rapporteurs as follows:
- Eva IBARROLA (University of the Basque, Spain) was appointed as Rapporteur for Q15/11
- Jongmin LEE (SK Telecom, Korea) was appointed as Associate Rapporteur for Q7/11

SG11 approved the appointment of new liaison officers and representatives as follows:
- Kaoru KENYOSHI (NEC, Japan) was appointed as liaison officer to ITU-T SG12
- Kai HU (Huawei Technologies Co. Ltd, China) was appointed as liaison officer to ITU-T SG17
- Andrey KOUCHERYAVY (Russia) was appointed as liaison officer for JCA-CIT
- Tina TSOU (Huawei Technologies Co. Ltd, China) was appointed as liaison office for JCA-COP and JCA-Res178
- Jia HE (Huawei Technologies Co. Ltd, China) was appointed as liaison officer for JCA-SDN

6 Approval of Qualification according to Recommendation ITU-T A.5
The Qualification according to Recommendation ITU-T A.5 was approved by ITU-T SG11 for the Open Geospatial Consortium (OGC). In brief, this allows referencing OGC specifications in ITU-T Recommendations.
7 Progress in combating counterfeiting of ICT devices
Work to combat counterfeit ICT devices was progressed by Q8/11. The meeting decided to start developing a normative Recommendation "Framework for solution to combat counterfeit ICT Devices", which will be approved via TAP. In parallel, two additional Technical Reports will be developed: "TR on Guidelines on Best Practices and Solutions in the Combating of Counterfeit ICT Devices" and "TR on Methodologies and use cases for combating the substandard and unauthorized telecommunication/ICT devices". In addition, the TR on "Counterfeiting ICT Equipment" will be revised.
A demonstration on "a solution to combat Counterfeiting of ICT products based on the Digital Object Architecture " was welcomed by participants.
8 Establishment of the ITU-T Conformity Assessment Steering Committee (CASC)
Study Group 11 has established the ITU-T Conformity Assessment Steering Committee (CASC). It will report to SG11 and will manage the recognition procedures of Testing Laboratories (TLs) according to the terms of references found in TD 729 Rev.1 (GEN/11). Isaac BOATENG (National Communications Authority, Ghana) was appointed as the Chairman of the ITU-T CASC.
ITU-T CASC'smain objectives are:
- to provide the ITU-T view and position to the management organs of the established Conformity Assessment Systems and Schemes of the IEC and ILAC;
- to set up criteria, rules and procedures for the appointment of ITU-T technical experts by working with established Conformity Assessment Systems and Schemes of IEC, in collaboration with ILAC aiming for a common testing and conformity assessment;
- to process applications from candidate experts from ITU-T membership;
- to appoint the ITU-T technical expert(s);
- to recognize TL with a scope of ITU-T Recommendation(s) which is assessed by IEC or by ILAC accreditation bodies and register it in the ITU recognized TL list;
ITU-T CASC will mostly work electronically using electronic working methods and have face-to-face meetings which will normally occur concurrently with SG11 meetings. Meetings will follow the working rules and procedures which are applied to a Working Party.
9 Other Conformance and Interoperability (C&I)-related outcomes
ITU-T WP4 has agreed on a standardization work plan for SIP-IMS TD 753 Rev.1 (GEN/11). It will include standards of requirements and relevant test specifications of basic call and some supplementary services, which are applied to fixed networks. ITU-T SG11 will collaborate with ETSI TC INT, plans to endorse some ETSI standards and develop the missing standards/test suites. Also a joint meeting among ETSI TC INT and SG11 Questions 10, 11 and 15/11 is scheduled in Vienna, Austria, 8-10 September 2015. A similar work plan has been approved for Benchmarking.
ITU-T SG11 WP4 has progressed work on C&I issues. Relevant updates are provided as follows:
- Living list of key technologies which are suitable for C&I Testing (TD 754 (GEN/11), http://itu.int/go/key-technologies)
- The reference table of standards used for C&I assessment (TD 756 (GEN/11), http://itu.int/go/reference-table)
- Pilot projects for conformity assessment against ITU-T Recommendations (TD 755 (GEN/11), http://www.itu.int/go/pilot-projects)
In addition, Question15/11 has progressed work on the draft Recommendation Q.Int_speed_test "Unified methodology of Internet speed quality measurement usable by end-users on the fixed and mobile networks". Following a presentation from OECD a liaison statement was prepared to propose collaboration between SG11 and OECD aiming to explore the future adoption of draft ITU framework which can be used for regulation of the broadband speed access connection.
